Tier 1 Homes Licensing

DDA provides licenses for a variety of services and homes for older adults and individuals with disabilities. Older adults, whose incomes are typically fixed or declining, are at a greater risk of facing homelessness or housing insecurity. This licensure category offers another option for older adults looking to secure permanent housing. The DDA Office of Licensure will grant licenses to Tier 1 homes that meet the licensing requirements to include providing a safe environment and have gone through adequate education and training.

How does this help alleviate the housing crisis? 

As the number of older Tennesseans grows, so does the challenge of finding affordable housing. This new licensure category provides more options for many older adults that are on a fixed or declining income that need some help in daily life activities.

What license needs to be applied for through DDA?

The Tier 1 Homes for the Aged are applied for by selecting:

  • Tier 1 – Home for the Aged
    • This selection on the FACT sheet will be made in order to provide this residential model of a home to older adults, age 55 and up. There may be up to three unrelated people living in the home.        
  1. Refer to the “Initial Application Packet” section found at: https://www.tn.gov/disability-and-aging/licensing/office-of-licensure.html
  2. The following forms will need to be completed to apply: Initial Application, Financial Statement, Board of Directors-Advisory Board, and Fact Sheet – Individually Licensed Locations. Upon completion of the forms, they will be submitted to DDA Licensure.
  3. Once the Initial Application packet has been received and approved, the licensure team will send an invoice (the fee is $200 per home) for the license and schedule an Initial Licensure Survey where they will come into the home to complete the in-person assessment. 
  4. The initial licensing process will typically range 30 to 90 days, depending on when all licensing requirements are met.

Health Facilities Commission:

Licenses are issued by the Commission for Tier 2 Homes for the Aged, which provide room, board, and personal services to four (4) or more nonrelated persons.
