Prospective Training Vendors

The purpose of Statewide Training is to provide a practical, efficient process for the Department of Children's Services (DCS) to deliver development and training to DCS and provider staff and foster parents. DCS is committed to making every effort to ensure staff and foster parents are skilled in assessing the safety and well-being of children in an effort to achieve permanency, and that these persons are fully trained and prepared to serve in this capacity.

Under the Delegated Authority (DA), DCS reviews and approves new and re-approves existing vendors who desire to provide training and development services for staff and foster parents. To apply to be a vendor through the Training DA, complete the Vendor Application and submit accompanying documentation as necessary. Upon receipt of your application and other required material, we will send your service description to our internal content expert reviewers, who have thirty (30) days to review all the material and provide feedback. Upon the reviewers determining that your training service(s) meet the Department's training standards and needs, we will proceed with the rest of the application process.

Approval of service type(s) and rates are valid for two (2) years from the date the approval email is sent to the vendor, DCS Training Directors, and DCS Fiscal Director. The Delegated Authority application process does not establish a Contract with the Department of Children’s Services. Being an approved Delegated Authority vendor does not guarantee the utilization of said services by the Department.

Specialized Training for Foster Parents

The Contractor shall provide the following for services to Kinship, Traditional, or Interstate Compact on the Placement of Children (ICPC) caregivers who are fully approved or licensed to provide out of home care to children in the State of Tennessee's care:

Prep and Planning Meetings

Training Development and Delivery

Assessment Surveys

The specialized services will equip foster parents with the knowledge needed to care for children that experience trauma due to separation and loss, abuse, and neglect.

Specialized Training for Staff

The Contractor shall provide the following for services to Department of Children's Services and provider partner staff:

Consultation

Prep and Planning Meetings

Training Development and Delivery

Assessment Surveys

The specialized services will equip staff with the knowledge needed to assist children and families that come to the attention of DCS due to abuse, neglect, or delinquency.

Specialized Training for Trainers

The Contractor shall develop and/or deliver training curriculum to DCS Training Staff. The specialized training will develop trainers who provide training for the Department of Children's Services foster parents or Case Manager staff.

Specialized Training for Foster Parent Trainers

The foster parent shall participate in training for trainers to provide training to the Department of Children's Services Kinship, Traditional, or Interstate Compact on the Placement of Children (ICPC) caregivers who are fully approved or licensed to provide out of home care to children in the State of Tennessee's care.
