Performance-Based Contracting
The Department of Children's Services Performance-Based Contracting initiative is an overarching plan to achieve better outcomes for the children served in out-of-home care by DCS’ privately contracted providers. Performance-based contracting has used an innovative approach that stresses permanency outcomes for children and utilizes a payment structure that reinforces provider agencies' efforts to offer services that improve the outcomes of improved timeliness of permanency, promote fewer moves, and reduce instances of re-entries. This model is being retired with the finalization of the 2021-22 admissions cohort.
Beginning state fiscal year 2027, DCS will implement a new Performance-Based Contracting model that continues to use an innovative approach and payment structure that promotes positive outcomes for children in out-of-home care with DCS contracted providers.
