  1. Local providers must not discriminate against AE students or employees on the basis of protected classes.
  2. Local providers must facilitate annual Title VI training for all AE staff.

Policy

1. Nondiscrimination

Local Adult Education (AE) providers must ensure that no person is excluded from participation in, denied benefits of, or be otherwise subjected to discrimination in the activities of the AE program or in the employment practices of the agency on the grounds of handicap or disability, age, race, color, religion, sex, national origin, or any other classification protected by federal, Tennessee state constitutional, or statutory law.

2. Title VI Training

Local providers who receive federal funding must comply with Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, or national origin in programs or activities.

Local providers must facilitate Title VI training for all AE staff at least annually to ensure they remain aware of Title VI requirements. Local providers must keep record of staff members who complete annual Title VI training.

Local providers may determine the specific content, delivery format, and time period of the training. TDLWD can provide training materials upon request.

Governance

Local program directors are responsible for disseminating this policy to their staff members, and for providing staff with associated training, checking for understanding, enforcing compliance, and seeking technical assistance from TDLWD staff as necessary.

To ensure compliance with this policy, TDLWD staff will (1) observe program operations for evidence of nondiscrimination, and (2) review Title VI training materials and records.
