Hazardous materials preparedness helps communities, businesses, emergency responders, and local planning partners understand chemical risks and plan for safe response.
TEMA supports hazardous materials preparedness through coordination with Local Emergency Planning Committees (LEPC), emergency responders, Tier II facilities that are required to report chemical inventory information, and the State Emergency Response Commission (SERC).
Tier II Reporting
Facilities that use or store certain hazardous chemicals may be required to submit annual Tier II chemical inventory reports. In Tennessee, Tier II reports are submitted electronically through E-Plan.
Tier II reports help emergency managers, local planning partners, and first responders understand what hazardous chemicals are stored or used in their communities. This information supports emergency planning, preparedness, and response.
Tier II reports are due by March 1 each year and cover hazardous materials stored during the previous calendar year. For example, reports for calendar year 2025 must be submitted between January 1 and March 1, 2026. Facilities should also contact their Local Emergency Planning Committee and local fire department to confirm whether additional local reporting requirements apply.
For Facilities and Industry
Facilities are responsible for submitting accurate chemical inventory information through E-Plan. This includes facility information, emergency contacts, chemical inventory details, and other required information.
Keeping this information up to date helps local officials and first responders plan for hazardous materials incidents and respond more safely during an emergency.
For Local Emergency Planning Committees and Responders
Local Emergency Planning Committees (LEPC) and approved emergency responders use Tier II information to support hazardous materials planning and emergency response.
Access to E-Plan is limited to authorized users. Approved first responders may request access through E-Plan, and requests are reviewed through the appropriate verification process.
Request Tier II Chemical Information
Members of the public may request available Tier II chemical information for a specific facility through the State Emergency Response Commission.
Requests must be submitted in writing and include the specific facility name and address. Only the most current year is available to the public, and there is a 45-day response window for requests under federal statute.
State Emergency Response Commission
The State Emergency Response Commission (SERC) supports hazardous materials planning and helps implement requirements under the Emergency Planning and Community Right-to-Know Act.
