Emergency Management Performance Grant

The Emergency Management Performance Grant supports emergency management programs and preparedness activities across Tennessee. The grant helps local jurisdictions build and maintain emergency management capabilities, including planning, training, exercises, coordination, and other activities that support a ready and resilient community.

In Tennessee, EMPG is administered through the Tennessee Emergency Management Authority and is intended to support local emergency management programs.

How to Apply

The EMPG application module in the TEMA EM Grants Portal is currently under development and is not yet available for applicants.

Until the EMPG application module is released, eligible applicants should coordinate with their local TEMA Regional Office for application guidance and program updates. TEMA will notify applicants when the EMPG application becomes available in the EM Grants Portal.

For awarded EMPG grants, the TEMA EM Grants Portal is currently used to support contract execution, payment processing, and other grant management functions. EMPG reimbursement requests continue to follow the existing process coordinated through the local TEMA Regional Offices until the reimbursement module is implemented.

Additional Tennessee-specific EMPG guidance is currently in development. Once approved, TEMA will provide updated program guidance and resources for applicants and subrecipients.

Examples of Eligible Projects

EMPG funding may support eligible emergency management activities that help build, sustain, or improve local preparedness capabilities. Examples may include:

• Emergency operations planning
• Local emergency management program support
• Training for emergency management staff and partners
• Exercises that test plans, procedures, and coordination
• Emergency operations center readiness
• Public preparedness and outreach activities
• Planning and coordination for disaster response and recovery
• Communications and information-sharing improvements
• Hazard mitigation planning support
• Activities that help meet state and federal preparedness requirements

All projects must meet current federal and state grant requirements. Applicants and subrecipients should review the current Notice of Funding Opportunity and Preparedness Grants Manual before requesting or using funds.
