Our Responsibilities

Strategic Planning utilizes business planning methods to shape TDOT’s strategic direction, as well as analyze department performance to assist TDOT’s Leadership Team in decision making processes that affect our ability to achieve TDOT’s Mission and Vision. Department results, risks, industry trends, resource availability, and the needs of Tennesseans are all incorporated in the strategic planning process.

Performance Measurement and Analysis

TDOT's Performance Measurement Framework provides a structured approach to the systematic assessment of progress and results. Established in 2004, the framework identifies five key performance categories to enable a balanced assessment of organizational performance:

  • Customer - focuses on overall customer service and satisfaction
  • Financial - considers TDOT’s budget and funding information, returns on investments, and efforts to reduce or contain costs
  • Organizational Effectiveness - focuses on effectiveness of key internal processes, use of innovative technology and management practices, productivity, and efficiency
  • Transportation System - assesses the performance of the statewide transportation system with a focus on the operation, preservation, and maintenance of the system
  • Workforce - focuses on the quality of the workplace environment and TDOT’s capability to achieve its mission and strategic direction

Results Reporting

In Spring 2013, the 2002 Tennessee Governmental Accountability Act was revised which changed major portions of the previous requirements regarding agency strategic planning and program reporting. As a result, each state agency must submit an annual plan and selected program performance measures to the Department of Finance and Administration each year. Key areas of focus for departments include providing the very best customer service at the lowest possible cost and alignment with the Governor's Priorities (Education & Workforce Development, Investments that Transform Government, Supporting Tennessee Families, Rural Economic & Community Development, and Resilient Communities.)
