The Tennessee Division of Water Resources is soliciting data in order to conduct a thorough investigation of water quality conditions across Tennessee. The results of this statewide assessment will be used to develop documents required under the federal Clean Water Act such as the EPA Approved Lists of Impaired and Threatened Waters.
The Division is specifically requesting water quality data from the Group 3 watersheds.

- NRS23.144 – Tennessee Department of Transportation (TDOT) proposes unavoidable temporary impacts to 250 linear feet of stream associated with temporary encapsulation during a rockfall prevention project on Interstate 24 eastbound at log mile 5.6 in Grundy County, Tennessee. Revision 1 includes utilizing existing project haul roads to install one permanent 294.52 feet of 48-inch culvert adjacent to an existing 48-inch culvert accommodating flow across I-24. Revision 2 includes 194.72 linear feet of a 4-foot-wide concrete channel lining.
- NRS26.054 – Mitchell Hiniker has proposed the construction of a private concrete boat ramp measuring 10 feet wide by 30 feet long on the John Sevier Detention Basin of the Holston River. 230 feet of rock riprap will be used to stabilize the shoreline beside the boat ramp.

- NRS25.297 – Scannell Properties #765, LLC. proposes impacts to 1,048 linear feet of stream in Hamilton County including 776 feet of stream fill, 143 feet of encapsulation, and 129 feet of span bridge and fill of 0.039 acres non-isolated wetlands. Mitigation for stream impacts will be provided through purchase of 671.2 functional foot credits from Watts Creek Mitigation Bank.
- NRS26.002 – Mitigate Tennessee proposes to restore and enhance 11,560 linear feet of tributaries and 0.205 acre of wetland for Buffalo Valley Mitigation Bank in Putnam County.
- NRS26.019 – BNB-WCO Investors, LLC proposes construction of one span bridge crossing (Village Plains Blvd) resulting in 95 linear feet of permanent impact and one 10-inch water line crossing resulting in 20 linear feet of temporary impact to Goose Creek associated with the Berry Farms development community on Goose Creek Bypass. The proposed impacts have been compensated through previously permitted on-site permittee-responsible mitigation for the project.
- NRS26.068 – David R. Robertson proposes installation of toe armoring and Class B rip rap along 2,395 feet of one bank of the Tennessee River (Kentucky Lake) between River Miles 180.3 and 180.8 and elevation 355 and 366 feet (beginning of vegetative zone), with no grading of the riverbank. Additionally, a 35-foot-wide permanent riparian vegetated buffer shall be established along the entirety of the property river frontage.

- NOPH26-005 - Notice of Public Hearing for the proposed issuance of NPDES Permit TN0064653 to Kimberly-Clark Corportion in Loudon County.
- NRS26.010 - Tennessee Wildlife Resources Agency (TWRA) Horns Buff WMA proposes to construct a series of shallow levees and drainage control structures to manage water levels and enhance wetland wildlife habitat in Humboldt, Madison County. Compensatory wetland mitigation for the proposed activity constitutes restoration of 3.5 acres of previously converted bottomland hardwood wetland to a forested wetland condition.
- NRS26.013 – Matt's Marine & Powersports, LLC proposes one-time maintenance dredging of up to 31,732.3 cubic yards on Dale Hollow Reservoir in Pickett County for the purposes of boat access and boater safety.
- NRS26.024 - Marcus Fuller proposes to reroute 65 LF of Mountain Creek located on personal residential property in Hamilton County (Lower Tennessee River watershed) to reduce erosion which is causing a portion of road to fail.
- NRS26.038 – The Town of Smyrna proposes 26 permanent sewer line crossings (25 open trench construction, 1 jack-and-bore method) across Stewart Creek and its tributaries in Rutherford County for installation of 46,811 feet of gravity sewer line.

- NRS21.274 Notice of Determination - This notice sets out the Department of Environment and Conservation’s determination that the degradation resulting from an withdrawal of drinking water from the Duck River by Shelbyville Power, Water, and Sewerage Systems in Bedford County proposed in the Aquatic Resource Alteration Permit application NRS21.274 is necessary to accommodate important economic or social development in the area.
- NRS25.295 – Tennessee Department of Transportation proposes unavoidable permanent impacts to 1,377.13 feet of streams in Hamilton County. To offset permanent impacts to streams, the permittee shall purchase 1402.2 functional foot credits at a 2:1 ratio from Oostanaula Stream Mitigation Bank. The purpose of the project is to address the inability of the existing roadways to handle the existing and future demands adequately because of substandard operating conditions. The proposed roadway will also address the lack of pedestrian and bicycle facilities along SR-230 and at the intersection of SR-320 and SR-321.
- NRS25.306 - The Fall Hollow Campground Bed and Breakfast propose to withdraw 25 gallons per minute of water from an unnamed tributary of Big Swan Creek in Lewis County for drinking water for the campground

- NRS25.314 - Metro Water Services proposes to replace 25,000 feet of gravity sanitary sewer within the existing sewer alignment along Mill Creek and its tributaries, requiring thirteen open-cut stream crossings and temporary disturbance of three wetlands, in Davidson and Williamson Counties.
- NRS26.006 – HGS proposes the reissuance of permit NRS20.189, which involves varying stream mitigation treatments along 12,735 linear feet of stream and 55.79 acres of wetland within the riparian buffer for the Lodi Mitigation Bank in Athens, McMinn County.

- NRS25.049 – The University of Tennessee Knoxville proposes one-time maintenance dredging of up to 1,800 cubic yards accumulated sediment on Fort Loudon Reservoir downstream of Second Creek in Knox County. The purpose of the project is to remove the hazard and obstacle for boats utilizing the area as well as restoring reservoir storage capacity.
- NRS25.198 - MRW Environmental. Chambers Branch Stream and Wetland Mitigation Bank (Bank) proposes the restoration (reestablishment and rehabilitation) of 55+/- acres of self-sustaining forested headwater slope wetland (HSW) and restoration of 5,442.19 +/- linear feet of four streams in Robertson County.
- NRS25.285 – Revivify, LLC proposes permanent impacts (fill) to 1.64 acres of wetlands and temporary impacts to 0.03 acres of wetlands associated with site grading requirements for the construction of a cabin development, with associated parking, utilities and an access roadway in Pigeon Forge, Sevier County. Wetland mitigation will be provided by a purchase of 3.28 wetland mitigation credits from the Lick Creek Mitigation Bank #2.

Impacts in the Harpeth River watershed associated with a proposed residential development are to be offset through purchase of 21.8 functional foot stream mitigation credits from Neely’s Bend Stream Mitigation Bank and Harpeth River Mitigation Bank.

- NRS25.276 – Tennessee Department of Transportation is authorized unavoidable permanent impacts to 400 feet of stream for emergency bank stabilization by means of gabion baskets. The purpose of the work is to stabilize a failing roadway. To offset permanent impacts to 100 linear feet of stream, the permittee shall purchase 10 functional foot credits from Gleason Creek Mitigation Bank.
The commissioner has determined that, pursuant to Rule 0400-40-07-.04, of the Rules of the Tennessee Department of Environment and Conservation, an emergency situation exists and this permit for remedial action is hereby issued without full prior public notice and participation. This emergency permit shall be advertised by public notice, however, no later than 20 days after issuance. This emergency Aquatic Resource Alteration Permit/§401 Water Quality Certification authorizes the activities described herein.
- NRS25.300 – Tennessee Department of Transportation proposes unavoidable permanent impacts to 3,290 linear feet of streams. To offset permanent impacts to streams, the permittee shall purchase 1,206.1 functional foot credits from Mud Creek Mitigation Bank. Unavoidable permanent impacts to 1.074 acres and temporary impacts to 0.236 acres of wetlands. To offset permanent impacts to 1.704 acres wetlands, the permittee shall purchase 2.5 wetland mitigation credits from Tennessee Mitigation Fund. The purpose of the project is for improvements to SR-28 in Cumberland County.

- NRS25.137 - Firefly Holdings Tennessee, LLC proposes 1650 linear feet of permanent alteration to six streams and 109 linear feet of temporary alteration to five streams to construct a residential development and golf course. Impacts to 1027 linear feet of stream will be compensated through the purchase of 298.4 functional foot stream credits from Duck River Stream Mitigation Bank.
- NRS25.250 – Cypressbrook Coley Davis, GP proposes construction of a temporary 230-ft concrete single span bridge (24'-0" out-to-out width) over the Harpeth River, preceding construction of a permanent 535-foot, 3-span steel bridge (40"-0' out-to-out width) in Nashville, Davidson County. The 3-span bridge consists of Span 1 (162.5-ft), Span 2 (210-ft) and spans the average channel width of the Harpeth River, and Span 3 (162.5-ft). A temporary haul road and crane pad will be utilized during the bridge construction. Public Hearing will be held on March 3, 2026 at the Bellevue Regional Community Center: 7638 A Hwy 70 S, Nashville, TN 37221. Informational session starts at 5:00 pm central, Public Hearing begins at 6:00 pm
- NRS26.008 - Aquatic Weed Wizards proposes maintenance dredging of a private pond via mechanical dredging. A maximum of 1,000 cubic yards of silt and organic material will be removed from the ponds and placed in on-site upland locations near each pond for dewatering. The project also includes replacement of a damaged overflow pipe within the dam structure of the pond.

- NRS25.010 - The Tennessee Department of Transportation (TDOT) proposes 797 linear feet of permanent stream impact, 76 linear feet of temporary stream impact, and 0.041 acres of permanent wetland impact to make improvements to Interstate 40. Mitigation for permanent stream impacts will be provided by utilizing 158.7 credits previously purchased from Briar Pond Bottom Mitigation Bank.
- NRS25.171 - Ailor Avenue LLC proposes 166 feet of bank stabilization along East Fork Third Creek, 81 feet of stream encapsulation on an unnamed tributary of East Fork Third Creek, construction of two outfall structures, the filling of 0.02 acres of low-quality wetland, and 464 feet of culvert replacement with associated stream relocation on unnamed tributary of East Fork Third Creek.
- NRS25.176 - The TN Department of General Services proposes the design of the new state-of-the-art MALETA criminal justice training complex. For the EVOC project, permanent impacts to 7 acres of Wetland 1 (WTL-1 and temporary impacts to 1.4 acres. The applicant shall purchase 8.96 credits from the Sandhill Wetland Mitigation Bank and 5.06 credits from the Harpeth River Mitigation Bank.
- NRS25.179 – The Tennessee Department of Transportation proposes permanent and temporary impacts to two streams and one wetland for the construction of a state industrial access road serving Eastman Chemical Company. Permanent stream impacts include the installation of 53 feet of 3-span bridge and 60 feet of riprap stabilization to South Fork Holston River, and installation of 45 feet of 3-span bridge to Horse Creek. Temporary stream impacts include installation of six 130-ft by 72-in CMP culverts for a temporary haul road across Horse Creek. Impacts to one unnamed wetland include permanent fill of 1.306-acres and temporary impact to 0.126-acre. All temporary impacts will be removed and the resources restored to existing conditions after construction. The loss of resource value associated with the permanent wetland impact will be mitigated through the purchase of 2.61 credits from Shady Valley Wetland Mitigation Bank.
- NRS25.188 – City of Chattanooga proposes 350 linear feet of streambank stabilization and restoration on Mountain Creek in Hamilton County. Work will include installation of coir log toe protection along both banks, boulder cross vane, log grade control, and native vegetation plantings.

- NRS25.081 – The City of La Vergne proposes 805 linear feet of permanent impacts to five (5) streams and fill of 0.54 acres of three (3) wetlands associated with the expansion of Blair Road West in Rutherford County. No compensatory mitigation is required for the linear transportation stream impacts. Wetland impacts total fill of 0.54 acres and are to be offset through purchase of 0.58 wetland credits from Christmas Creek Mitigation Bank. Partially filled wetlands are to be monitored for two (2) years post-construction.
- NRS25.301 – Tennessee Department of Transportation proposes improved access to the Packaging Corporation of America along SR-57 by constructing a new 0.30-mile standard State Industrial Access (SIA). A crossing/impact of one (1) stream including installation of a box culvert at 3:1 side slopes at the crossing, resulting in 14.75 feet of stream length loss requiring 7.2 functional foot mitigation. Stream length loss mitigation proposed to be fulfilled through the Center Point Stream Mitigation Bank. Temporary stream crossing (Temporary Culvert Crossing) during construction located within right-of-way easements, not to exceed one temporary stream crossing per impact location and Temporary Diversion Channel to divert normal stream flow.
