• NRS26.060 – Beazer Homes, LLC proposes Unavoidable permanent impacts to 369 linear feet of streams in Williamson County. To offset permanent impacts to streams, the permittee shall purchase the equivalent of 143.0 functional foot credits from Neely’s Bend Stream Mitigation Bank. The purpose of the project is for construction and future home access.

• NRS26.111 – Hamilton County Wastewater Treatment Authority proposes impacts to Spring Creek and an unnamed wetland to rehabilitate the structural integrity of the existing 42-inch sanitary sewer main to prevent collapse. Temporary stream impacts include 90 LF for temporary stream crossings. Permanent stream impacts include 56 LF of bank stabilization utilizing riprap. Temporary wetland impacts include 0.479 acres of wetland fill and 0.0021 acres of wetland excavation related to installation of manhole structures, access road and timber crossing placement, and cofferdam placement. Permanent wetland impacts include 0.0503 acres of fill and 0.04 acres of excavation related to manhole installations and restabilizing the sewer main.

• NRS26.143 – Tennessee Department of Transportation proposes to renew permit NRS21.072 authorizing impacts to eight streams and twelve wetlands associated with the widening of Interstate 65 and required monitoring in Robertson and Sumner Counties. Compensatory mitigation has been purchased for 83.5 functional foot stream credits from Cumberland River Compact in the Upper Cumberland Service Area and 1.752 wetland credits from Harpeth River Mitigation Bank.

• NRS26.135 – The Pryor Bacon Company proposes permanent impacts to 383 linear feet of stream (encapsulation) and permanent impacts to 0.02 acres of wetlands (fill) necessary to construct a gas station and convenience store with associated entrance drives, parking areas, fuel storage tanks, and utilities along Pleasant Grove Road in Cleveland, Bradley County, TN. To offset permanent impacts to 383 linear feet of stream, the permittee shall purchase 261.4 functional foot credits from South Mouse Creek Stream Mitigation Bank.

• MMXXVI-027 - Notice Requesting Public Comments on Draft Permit Actions (Individual and General NPDES Permits, State Operation Permits & Pretreatment Program).
• NRS25.185 – The City of Chattanooga Department of Public Works proposes the relocation and restoration of approximately 192 linear feet (LF) of Mountain Creek in the Lower Tennessee Watershed of Hamilton County.
• NRS26.078 - Tennessee Valley Authority (TVA) proposes to reconductor and upgrade approximately 14.9-miles of the existing TVA Kingston Fossil Plant-Bethel Valley No. 2 161-kV transmission line (L5116) located in Roane County, TN. The project impacts will include temporary crossings at five streams. Temporary impacts will also include 0.9108 acres of 14 unnamed wetlands, 0.8308 acres to non-isolated wetlands and 0.08 acres to isolated wetlands associated with access and construction activities required for the transmission line upgrades. Matting will be utilized for all wetland crossings. Proper BMPs and standard TVA practices will be implemented and removed following completion of work, with all areas restored to their original condition. All work would occur in the existing 100-ft-wide right of way (ROW).
• NRS26.086 – John McCloud proposes unavoidable permanent impacts (fill) to 0.272 acres of wetlands associated with site grading requirements for the construction of a single-family residential housing development, with associated parking, utilities and an access roadway in Portland, Sumner County. Wetland mitigation will be provided by a purchase of 0.61 wetland mitigation credits from the Tennessee Mitigation Fund.
• NRS26.114 – Tim Sinks proposes to construct a private concrete boat ramp, measuring 12 feet wide and 50 feet long, extending 4 to 6 feet into the Caney Fork River channel in Lancaster, Smith County. There are no compensatory mitigation requirements for this project.
• NRS26.129 – Tennessee Department of Transportation proposes to renew expired ARAP NRS20.297 for continued monitoring of 645 feet of replacement channel in Fayette County on an Unnamed Tributary to Wolf River.

• NRS26.098 - Tennessee Department of Transportation (TDOT) proposes unavoidable impacts to an unnamed tributary of Russell Creek through improvements of SR-32. Permanent Impacts include 15 linear feet of stream encapsulation within a 42-Inch corrugated metal pipe, a 6-foot wingwall at the outlet, and 21 feet of riprap at the outlet. Compensatory mitigation to offset the functional loss will be provided through the purchase of 15.6 credits purchased from Mud Creek Mitigation Bank.

NRS23.158 – Tennessee Department of Transportation proposes to modify the active permit for work in Humphreys Co. to include a total of 103 linear feet of bank stabilization in addition to the 121.25-foot bridge on the Buffalo River. The 224 feet of impacts are to be offset through purchase of 85.1 functional foot credits from Center Point Mitigation Bank.

NRS25.184 – BAE Systems, Inc proposes permanent impacts to 0.023 acres of wetlands and temporary impacts to 0.17 acres of wetlands. Unavoidable permanent impacts to 98 feet of stream. Withdrawal of 67,200 gallons per minute up to 80 million gallons per day from the Holston River. The purpose of the project is for the construction of new raw water intake structure, access road, and to supply the filtered water plant and provide non-contact cooling water to the Holston Army Ammunition Plant in Hawkins County.

NRS25.306 Notice of Determination - This notice sets out the Department of Environment and Conservation’s determination that the degradation to an unnamed tributary to Big Swan Creek resulting from the withdrawal of water as a potable water source by Fall Hollow Campground in Lewis County proposed in the Aquatic Resource Alteration Permit application NRS25.306 is necessary to accommodate important economic or social development in the area. (The draft permit and accompanying rationale were placed on Public Notice on March 16, 2026 - NRS25.306.)

Tributaries to East Camp Creek and unnamed wetlands from road and utility line crossings for residential development proposed in the Aquatic Resource Alteration Permit application NRS25.032 in Sumner County is necessary to accommodate important economic or social development in the area. • NRS25.057 - Oak View Estates, LLC proposed construction of access road for subdivision development in Coffee County will impact 0.17 acres of wetland. Oak View Estates, LLC is prepared to place the 10.1 acres of existing Wetland A under Land Use Restrictions (LUR) to permanently protect the wetland from future impacts to offset the permanent impacts to 0.17 acres.

• NRS25.203 Notice of Determination - This notice sets out the Department of Environment and Conservation’s determination that the degradation resulting from the new habitat alteration proposed in the § 401 Water Quality Certification and Aquatic Resource Alteration Permit application NRS25.203 in Sumner County is necessary to accommodate important economic or social development in the area.  (The draft permit and accompanying rationale were placed on Public Notice on May 14, 2026 - NRS25.203)

• NRS26.094 – Center Point Investments proposes the continued monitoring of Center Point Mitigation Bank in the Middleton Creek Watershed in Chester County. The proposed impacts include varying stream mitigation treatments including restoration, enhancement, creation, and preservation along approximately 23,250.50 linear feet of stream and wet weather conveyance.

• NRS26.096 – The Tennessee Department of Transportation proposes in Rhea County to fill and abandon in place an existing 139-foot-long by 36-inch-diameter CMP, to be replaced by a relocated culvert system consisting of 105 feet of 36-inch-diameter RCP, 6 feet of manhole for velocity control, and 35 feet of 48-inch-diameter RCP. Permanent stream impacts also include 39 feet of Class C riprap lined stream at the inlet, 12 feet of Class C riprap lined stream at the outlet, 12 feet of Class C riprap lined stream between wingwalls at the inlet, 1 foot of straight endwall at the outlet, and 31 feet of stream length loss. The loss of resource value associated with the permanent stream impacts will be mitigated through the purchase of 167.3 credits from Smoky Run Mitigation Bank.

• NRS26.118 – Jones Lake Management proposes maintenance dredging of a private HOA pond via mechanical dredging in Williamson County. A maximum of 10,000 cubic yards of silt and organic material will be removed from the pond and placed in on-site upland locations near the pond for dewatering, to be later transported off-site for disposal.

• NRS26.089 - The U.S. Army Corps of Engineers, Nashville District proposes to perform maintenance dredging at Tennessee River Mile (TRM) 155 - Beech Creek Island with in-river disposal at a previously used commercial dredging site (TRM 147). The purpose of the work is to restore the designed channel depth to the navigational channel design grade elevation of 343 feet mean sea level to maintain navigation on the Tennessee River. • NRS26.065 - The Lenior City Utilities Board proposes to increase their water withdrawal capacity from Watts Bar Reservoir to six million gallons per day. The withdrawal is located in Watts Bar Reservoir in Lenoir City, Loudon County. Pursuant to T.C.A. § 10-7-504 and Rule 0400-01-01(4)(c)2, the precise location is confidential. Therefore, the exact locations of the intake sites will not be disclosed in this permit or otherwise made available to the public.

• NRS26.085 – The Tennessee Department of Transportation has proposed to address structural and operational deficiencies associated with the existing bridge over the French Broad River (Douglas Reservoir) in Jefferson County by replacing the entire structure and updating the approaching roadway on either side of the bridge in accordance with current TDOT design standards. Work includes replacing the existing 76-foot-wide by 2,448-foot-long bridge with a 125-foot-wide by 2,598-foot-long bridge and permanent impacts to 0.056-acre of low resource value, isolated wetlands. Work also includes temporary impacts to the French Broad River for a haul road and to 0.006-acre of wetlands. Temporary stream impacts will be removed following construction and the stream restored to pre-construction conditions. Temporary wetland impacts will be restored by returning the areas to their original elevations and reseeding. No compensatory mitigation for the activity is necessary as the impacts are considered to be de minimis.

Compensatory mitigation for impacts to open water habitat includes 1.45 acres of open water habitat restoration and enhancement.
• NRS26.044 – Wheeler-Wallace MB, LLC proposes enhancement or restoration of 11,389 linear feet of stream and 1 acre of wetland in the Lower Duck River Watershed in Humphreys County to construct compensatory mitigation credits for Wheeler Wallace Mitigation Bank.

• NRS25.128 – Burlington Mill, LLC. proposes to temporarily impact 1,625 linear feet of Brush Creek in Washington County, including daylighting 547LF of existing covered stream as part of stream enhancement efforts. 265 LF of stream will remain culverted.
• NRS26.022 - 2416 McCrary Road, LLC & 2356 McCrary Road, LLC proposes unavoidable permanent impacts to 330 linear feet of stream (fill with French drain) necessary to construct the Logistics Drive Industrial Development, proposed by two business entities (2356 McCrary Road, LLC & 2416 McCrary Road, LLC) along McCrary Road in Lebanon, Wilson County, TN. To offset permanent impacts to 330 linear feet of stream, the permittee shall purchase 226.9 functional foot credits inclusive of a 1.25:1 proximity factor from Little Trammel Stream Mitigation Bank.
• NRS26.045 – Schell Brothers Nashville, LLC unavoidable permanent impacts (fill) to 0.73 acres of a non-isolated unnamed wetland associated with site grading requirements for the construction of a car wash for commercial development in Lafayette, Macon County. • NRS26.103 – Kelly Beasley proposes stream stabilization and enhancement of approximately 627 linear feet of two Unnamed Tributaries to Toon Creek in Williamson County. Work includes establishing a floodplain bench along both stream banks, installing in-stream structures, planting native vegetation, and replacing an existing 15-foot-long culvert with a 10-foot-wide span bridge. No compensatory mitigation for the activity is necessary as the impacts are considered to be de minimis.

• NRS21.051-26 – HGS, LLC. proposes the restoration and enhancement of 14,654 linear feet of unnamed tributaries to Little Salt Lick Creek, resulting in 16,626 linear feet of restored stream as part of the Walnut Shade Stream Mitigation Bank, located in Macon County.
• NRS25.032 – Randy Jones proposes a total of 405 linear feet of stream impact to four Misc Tribs to East Camp Creek and 0.354 acres of permanent wetland fill to four unnamed wetlands for the construction of roadway crossings and utility line crossings for residential development. All roadway crossings consist of 2-foot-tall by 5-foot-wide bottomless (3-sided) box culverts and concrete headwalls at all inlets and outlets. Utility lines crossings include sewer and water lines, installed via open cut trenching at the road crossing locations. Permanent stream impacts will be mitigated through the purchase of 146.4 stream credits from Little Trammel Creek Stream Mitigation Bank and 0.99 wetland credits from Tennessee Mitigation Fund.
• NRS25.053 - West Tennessee River Basin Authority, in order to enhance and improve the water quality of the watershed through stream and wetland restoration, proposes: 1.6-acres of fill in PND-1 from the proposed causeway; dewatering 8-acres of Pond-2; excavation and grading of 0.2-acres isolated wetland for the creation of Stream-1B. Temporary impacts to 0.8-acres of isolated wetland in the Lower Hatchie River Watershed in Hardeman County.
• NRS25.146- SEK Nolensville, LLC proposes 341-linear feet of permanent stream impacts, 40-linear feet of temporary stream impacts, and 0.15-acres of permanent impacts to isolated wetlands for the purpose of constructing a residential/ commercial development in Williamson County in Cheatham Lake watershed. Purchase of 71.7 stream mitigation credits are required.
• NRS25.161 - Tennessee Department of Transportation proposes permanent impacts to 221.5 linear feet of Conasauga Creek in the Hiwassee River Watershed, temporary impacts to 284 feet of Conasauga Creek, and permanent impacts to isolated wetlands associated with removal and replacement of SR-310 bridges in McMinn County. Stream mitigation will be provided through the purchase of 10.7 stream mitigation credits from South Mouse Stream Mitigation Bank.
• NRS25.203 - Southeastern Building Corporation, LLC proposes permanent alteration to 260 linear feet of an Unnamed Tributary to Old Hickory Reservoir to further construct a residential development. Impacts will be compensated through purchase of 102.7 functional foot credits from Little Trammel Creek Stream Mitigation Bank.
• NRS25.277 – Fayetteville Public Utilities proposes withdrawal at a rate of 6,500 gallons per minute up to 5 million gallons per day from the Elk River in Lincoln County. Of this amount, 1.25 MGD constitutes an existing water withdrawal as of July 25, 2000. Pursuant to Rule 0400-40-07-.02(4), this withdrawal amount is exempted from the requirements of this permit if it does not adversely alter or affect classified uses in the Elk River. The purpose of the work is for municipal water supply.
• NRS26.046 - Katrina Hillis proposes to excavate rock from the dry riverbed of Rocky River in Van Buren County for commercial and personal use. Location: 35.677704, -85.585469.

• NRS25.316- Pratt and Associates, LLC proposes to relocate 996 linear feet of stream, and restore 834 linear feet of step-pool channel resulting in 48 functional feet of stream credit in Ooltewah (Hamilton County). All impacts will be offset through on-site permittee responsible mitigation.

• NRS26.018 – Thunder Enterprises, Inc. proposes unavoidable permanent impacts to 0.06 acres of wetlands. Unavoidable permanent impacts to 798 feet of streams. To offset permanent impacts to streams, the applicant has previously purchased 120.3 functional foot credits from Smoky Run Mitigation Bank and shall purchase an additional 356.5 functional foot credits from Porterhouse Valley Mitigation Bank for a total of 476.8 functional foot credits. The purpose of the project is to construct housing and associated infrastructure for the River Gorge Ranch residential development in Marion County.
• NRS26.055 – Beazer Homes, LLC proposes unavoidable permanent impacts to 0.17 acres of isolated wetlands. Unavoidable permanent impacts to 115 feet of stream for the installation of a 3-sided box culvert. Temporary impacts to 90 feet of stream for the installation of utilities and one temporary crossing in Sumner County. To offset permanent impacts to streams, the applicant has purchased 16 functional foot credits from Little Trammel Creek Stream Mitigation Bank. The purpose of the project is to provide housing to the growing Hendersonville area.
• NRS26.067 - Tennessee Department of Transportation proposes permanent impacts to 368 linear feet of Tenmile Creek and three of its tributaries, and permanent impacts to 0.46 acres of wetland associated with widening of SR-4 from Perkins/Raines interchange to the 7-lane section north of Getwell Rd. in Memphis, Shelby County. Stream mitigation for 49.1 functional feet of stream loss will be provided at 1:1 ratio at the Pictsweet-Rossville Farm Mitigation Bank. Impacts to Stream 11 will be mitigated onsite through partial existing pipe removal and relocation. Proposed permanent wetland impacts (0.46 acres) for which 0.45 acres to be mitigated at the Wolf River Mitigation Bank (0.76 acres).
• NRS26.074 – The Tennessee Department of Transportation is proposing unavoidable permanent impacts to 36 linear feet of stream and temporary impacts to 0.009 acres of wetland associated with the replacement and realignment of the SR50 bridge over I40 in Hickman County, Tennessee. The project includes construction of a new 260-footlong, 57.3-footwide bridge, along with the installation of retaining walls along SR50 south of the bridge adjacent to a closed gas station. Stream mitigation will be provided by the purchase of 22.7 stream mitigation credits from the Briar Pond Mitigation Bank.

• NRS25.275- Cumberland River Compact proposes preservation, enhancement, and restoration techniques to approximately 27,800.5 linear feet of streams; resulting in 31,480 linear feet of stream for the purpose of development of a Sycamore Springs Stream Mitigation Project, a stream compensatory In Lieu Fee Program in Sumner County within Old Hickory Lake Watershed (HUC8-05130201).
• NRS25.295 – Tennessee Department of Transportation proposes unavoidable permanent impacts to 1,429 feet of streams in Hamilton County. To offset permanent impacts to streams, the permittee shall purchase 1401.6 functional foot credits at a 2:1 ratio from Oostanaula Stream Mitigation Bank. The purpose of the project is to address the inability of the existing roadways to handle the existing and future demands adequately because of substandard operating conditions. The proposed roadway will also address the lack of pedestrian and bicycle facilities along SR-230 and at the intersection of SR-320 and SR-321.
• NRS25.309 – Johnny Greer proposes impacts to the Holston River in Hawkins County for the construction of a 12-foot by 35-foot private access concrete boat ramp with 1090 ft top elevation and 1084.5 ft bottom elevation. Activity is in combination with previously authorized 850' of Streambank and Shoreline Protection utilizing CPA 580 along the Holston River (NR2506.302). No mitigation is required.
• NRS26.023 – Tennessee Wildlife Resource Agency proposes boat channel maintenance by dredging existing channels and discharge of the dredged material via jet spray on Reelfoot Lake in Lake and Obion County.
• NRS26.027 – Tennessee Department of Transportation proposes unavoidable permanent impacts to 60 feet of streams for the installation of a culvert extension and stabilization of a conveyance outfall. Unavoidable permanent impacts to 0.06 acres and temporary impacts to 0.01 acres of wetlands for the installation of a retaining wall. Impacts to Citico Creek in Hamilton County. To offset permanent impacts to streams, the permittee shall purchase 15.7 functional foot credits from Watts Creek Stream Mitigation Bank. The purpose of the project is to provide a structurally sound multimodal crossing over the DeButts Railyard.
• NRS26.037 - Tennessee Department of Transportation proposes to remove and replace a bridge on Sain Road over Spring Creek in Bolivar, Hardeman County. Stream crossing impacts of Spring Creek and an unnamed tributary of Spring will result in 48.5 linear feet of permanent stream impacts for proposed roadway fill slope, 0.64 acres of permanent wetland impacts and 4.71 acres of temporary wetland impacts. No stream mitigation is required. Mitigation for permanent wetland impacts will be purchased at a 2:1 ratio from the Hatchie Wetland Mitigation Bank. Temporary wetland impacts will be mitigated onsite.

• NRS26.053 – Tennessee Department of Transportation proposes the removal of an existing bridge and piers over the Duck River in Hickman County, the installation of a new 43-foot bridge with piers realigned 12 feet 10 inches to the north, and 83 feet of bank stabilization. Temporary impacts include a haul road, culverts, and work pads in the channel.

• NRS26.011 - Clearwater Conservation Revival, LLC proposes to develop the Henry Creek Mitigation Bank in Rutherford County. Stream restoration and enhancement activities will result in permanent alteration of 12,974 linear feet of stream and 0.12 acres of wetland or open water habitat to provide compensatory mitigation credits for Henry Creek Mitigation Bank.

• NRS23.144 – Tennessee Department of Transportation (TDOT) proposes unavoidable temporary impacts to 250 linear feet of stream associated with temporary encapsulation during a rockfall prevention project on Interstate 24 eastbound at log mile 5.6 in Grundy County, Tennessee. Revision 1 includes utilizing existing project haul roads to install one permanent 294.52 feet of 48-inch culvert adjacent to an existing 48-inch culvert accommodating flow across I-24. Revision 2 includes 194.72 linear feet of a 4-foot-wide concrete channel lining.

• NRS26.054 – Mitchell Hiniker has proposed the construction of a private concrete boat ramp measuring 10 feet wide by 30 feet long on the John Sevier Detention Basin of the Holston River. 230 feet of rock riprap will be used to stabilize the shoreline beside the boat ramp.
