Doing Business with TDH

To do business with the Tennessee Department of Health, suppliers must register with the State of Tennessee through the Edison Supplier Portal. A supplier may review TDH bid opportunities without completing the registration process but must complete the registration process to be awarded contracts. TDH buys myriad consulting and professional services used within the Department to meet the various demands for providing high-quality public services to Tennesseans. 

Typically, contractors delivering such services are selected through the Request for Proposals (RFPs) process or some other appropriate means and are paid on a "fee-for-service" basis. TDH also uses grant awards to achieve many of its objectives and programmatic responsibilities.  Grants are simply types of contracts that are used to affect an award of funding or property to a grant recipient or "grantee."  A grant benefits the general public or some population of the general public, and deliverables pursuant to a grant contract are comprised of professional services provided to third-party beneficiaries rather than service provided to the state.

Rural Health Transformation Program

The CMS Rural Health Transformation Program is a major federal initiative designed to strengthen rural health systems across all 50 states. Authorized under the One Big Beautiful Bill Act, the program provides up to $50 billion nationwide over five years (FFY 2026–2030) to improve access, quality, workforce stability, innovation, and technology in rural communities.

Tennessee is participating in this historic opportunity to modernize and protect rural healthcare across the state, and build healthier, stronger rural communities for generations to come..

Who Can Apply?

Organizations eligible to receive sub-awards under Tennessee’s plan include:

  • Rural hospitals and health systems
  • Federally Qualified Health Centers (FQHCs)
  • Non-profit organizations
  • Community-based organizations
  • Other eligible healthcare partners

Applicants must be properly registered with the State of Tennessee.

Organizations may apply for more than one Healthcare Resiliency Program (HRP) opportunity if applicable.

Funding may be used for:

  • Evidence-based prevention and chronic disease programs
  • Behavioral health and substance use treatment
  • Rural workforce recruitment and retention
  • Training on emerging care technologies
  • Telehealth and digital infrastructure improvements
