Emergency Permitting
for areas affected by flooding from Hurricane HeleneThe following General Aquatic Resource Alteration Permits apply for emergency restoration/repair of streams, creeks, and rivers in areas that were affected by flooding from Hurricane Helene:
- Emergency Infrastructure Repair
- To repair imminent threats to public infrastructure that may pose immediate danger to public health, safety or the environment.
- Bank Armoring & Vegetative Stabilization
- For stabilization techniques including soil bioengineering, in-stream structures, and hard armor treatments for actively, excessively eroding stream & reservoir banks.
- For stabilization techniques including soil bioengineering, in-stream structures, and hard armor treatments for actively, excessively eroding stream & reservoir banks.
- Construction or Removal of Minor Road Crossings
- For construction and/or removal of minor road crossings of streams, via bridge, culvert, pipe, or fords, for both linear and non-linear projects.
- Natural Resources Conservation Service-Designed Streambank Stabilization
- For alterations with a site-specific design developed through full application of the NRCS Practice Standard 580 & NRCS Engineering Field Handbook.
Please follow the terms and conditions of the permits listed above and as you begin work, please contact your local EFO to receive coverage and guidance under these permits. (This may be necessary for any potential TEMA funding or reimbursement.)

- Johnson City Environmental Field Office (Carter, Greene, Hancock, Hawkins, Johnson, Sullivan, Unicoi, Washington)
