Helping Create Safer, More Understanding Traffic Stops

Not all disabilities are visible.

Some people may have difficulty communicating. Others may need extra time to respond to questions or directions. For families, that can make traffic stops stressful and uncertain.

The Tennessee Department of Revenue’s Precious Cargo program helps provide law enforcement officers with helpful information before an interaction begins.

The program is:

  • Free
  • Voluntary
  • Confidential

What Is Precious Cargo?

Precious Cargo is a voluntary program that adds a confidential note to a vehicle registration.

The note lets law enforcement know that a driver or passenger may have a disability or medical condition and may need extra time, patience, or assistance during a traffic stop.

The program is designed to help improve communication and understanding between law enforcement and Tennesseans with disabilities and medical conditions.

Who Can Apply for the Program?

The Precious Cargo designation may be helpful for people who:

  • Have difficulty communicating
  • Use a wheelchair or other assistive device
  • May need help exiting a vehicle
  • Have autism
  • Have Alzheimer’s disease
  • Have Down syndrome
  • Have a developmental, cognitive, neurological, stuttering, or medical condition that impacts communication or an encounter with law enforcement
  • May need extra time or assistance during a traffic stop

The designation can apply to:

  • Drivers
  • Passengers*

*Parents, caregivers, legal guardians, and conservators may apply on behalf of someone in their care.

How to Enroll

Enrolling in Precious Cargo is easy.

  1. Download the application.
  2. Complete your portion of the form.
  3. Have a licensed medical professional complete the medical section.
  4. Submit the completed application to your local county clerk.
