M. Bernadette Welch
Bernadette is senior tax counsel for the Tennessee Department of Revenue. In that role, she serves as rulings editor, provides litigation support to the Tennessee Attorney General’s Office, and provides support to the department for a variety of tax types.
Before joining the department's Legal Office in 2017, she served as the department's Chief Administrative Hearing Officer from 2004-2017. Bernadette worked in the Tax Division of the Tennessee Attorney General’s Office prior to joining the department. She received her undergraduate degree (cum laude) from the University of Evansville, master’s degree from Trevecca Nazarene University, J.D. from Vanderbilt University, and LL.M. in Taxation from the University of Florida.
