Creating Homes Initiative 3.0 Building on the 26-year history and success of the Tennessee Creating Homes Initiative (CHI), which has effectively leveraged over $1.4 billion to create more than 37,000 housing opportunities, TDMHSAS is requesting proposals from agencies and organizations throughout the state of Tennessee to develop safe, quality and affordable permanent housing opportunities for Tennesseans experiencing mental illness and/or substance use disorder who re-enter the community from prisons and jails or have been previously incarcerated.
