Pre-Admission Screening Resident Review (PASRR)
PASRR (Pre-Admission Screening Resident Review) is a federally mandated assessment process that helps states evaluate individuals being considered for admission to a Medicaid-certified Nursing Facility (NF) for evidence of possible Serious Mental Illness (SMI), Intellectual/Developmental Disability (I/DD), or Related Condition (RC) in accordance with the Omnibus Budget Reconciliation Act of 1987 (OBRA).
PASRR determines whether the NF is the most appropriate placement for individuals with SMI, I/DD, or RC conditions. PASRR helps states rebalance services away from institutional care, towards supporting persons within their homes and communities in compliance with the Supreme Court Olmstead vs. L.C. (1999) and the American with Disabilities Act (1990). Regardless of payor source, PASRR helps all individuals with SMI, I/DD or RC conditions receive person-centered planning for long-term care (LTC) within the most appropriate integrated setting that safely meets their LTC needs, personal goals, and preferences (i.e., community services, NF, assisted and/or supportive living options, or other acute care).
The Division of TennCare Long-Term Services and Supports (LTSS) manages and partners with DDA and the Tennessee (TN) Department of Mental Health and Substance Abuse Services (TDMHSAS) to process all federally mandated Tennessee PASRRs. The PASRR State Contractor Maximus, performs all Tennessee PASRR Level 1 screens and Level II evaluations for individuals applying to (or residing in) a Medicaid-certified NF. If an individual's needs can be safely met in a Medicaid-certified NF, then appropriate rehabilitative and specialized care recommendations are made to ensure the NF can provide the required Level of Care (LOC). If the NF cannot meet the individual’s needs and/or provide for the person’s specialized care due to the presence of a SMI, I/DD or RC; then alternative recommendations are made to ensure all person-centered LTC services and supports are safely met for each individual.
Who can submit a PASRR?
A hospital, nursing facility (NF), social worker, doctor, LPN, Management Care Organization (MCO), or Area Agency on Aging and Disability (AAAD) can submit a PASRR for an individual seeking admission to a Medicaid-certified nursing facility.
