Russell Shoup

Russell Shoup was promoted to Assistant Commissioner of Administration for the Tennessee Department of Safety & Homeland Security in January 2022.  He oversees the Tennessee Highway Safety Office, as well as the Budget, Facilities Management, Communications, and Internal Audit units within the department.  Additionally, Shoup is responsible for the STS and Fiscal areas (housed within the Department of Finance and Administration) attached to the department.  Prior to assuming the Assistant Commissioner role, Shoup served as the Internal Audit Director for the department, since 2016.  He oversaw the audit area to ensure the department’s five distinct divisions (Administration, the Tennessee Highway Patrol, the Tennessee Highway Safety Office, Driver Services, and the Office of Homeland Security) operated efficiently, effectively, and in compliance with State and Federal laws.

Shoup began his career as a tax accountant for a Nashville CPA firm before moving to HCA as an auditor.  He spent most of his time with HCA serving as the Revenue Cycle Audit Director before moving into operations.  In 2015, he joined the Tennessee Department of Human Services and served as the Audit Services Director.

Shoup received a Bachelor of Science Degree in Business Administration and a Master of Accountancy degree from the University of Tennessee, Knoxville.  He is licensed as a Certified Public Accountant in Tennessee and is also a Certified Fraud Examiner.
