Letters of Medical Necessity
Current Letters of Medical Necessity are acceptable so long as they list the item(s) and are still valid. Any expired LOMN documents must be updated by the treating clinician. Each claim submitted must include a current letter of medical necessity if one is required for that item or service. This has been clarified with the TASC customer service team. LOMNs may be signed by a medical practitioner MD, PA, Nurse practitioner, etc. and will be accepted by licensed therapists (PT,OT, SLP etc.) if the item or service is within the scope of their practice.
Companion/ Service Animals: These require a letter of medical necessity or proper documentation to differentiate a service animal from a pet.
Tuition: requires a LOMN and must indicate the program is designed to treat/address the child’s specific disability; the same applies for tablets and other items to be used as educational aids or as a curriculum.
As a reminder, the addition of any item or service to a previously signed LOMN is never allowed without an updated signature and may constitute fraud.
Denials
Denials for reimbursements will be sent via email(if an email has been established for each child enrolled) and will also be indicated in the portal with an “Alerts” bell. Please note a claim in pending status is not the same as a denial. Denials will be listed generally based on a drop-down option TASC utilizes. We are working with the vendor to look at options for providing additional information when a claim is denied. The portal includes a chat option, called “Support Requests”, that may be used to discuss claim issues. The TASC phone number (844-529-8137) is another option to access customer service.
Payment Time Frames
TASC is reviewing the entirety of claims received for each person. If there are multiple requests for reimbursements, TASC is attempting to clear all claims for each child and will pay out all approvable claims at once for the front-loaded claims which came in bulk on or about July 11, 2025. Once this initial bulk is cleared, payment for individual claims should proceed more quickly. To date, TASC has paid out over $1,000,000 in claims.
MyCash Cards
The initial payment of funds will go to MyCash, and each family has the ability to move the funds to their bank account by setting new deposits to the bank account using the recurring schedule option. Follow these steps to complete the recurring schedule setup:
- Select the MyCash Balance menu and click Schedule a balance transfer.
 - Select when you want the transfer to happen.
 - Select the bank account you would like the funds to be transferred to (or add a new account) and click Next.
 - Enter the transfer threshold or date and click Next.
 - Review the schedule and click Submit.
 
Respite
Respite claims are being reviewed to verify: 1) all fields have been completed, 2) the math checks out for hours of care times with the hourly rate, 3) the dollar amount request matches the total on the respite form, and 4) there is a signature from both the provider of care and the parent.
The DDA respite form is the best option to submit the information, but TASC should not limit it to only the DDA form being allowed for respite claims. As long as the verification form utilized contains all of the required information regarding who provided the care, who received the care, a description of services rendered, date(s) and times of care, and the rate and total amount charged the claim should be paid, assuming there are sufficient funds in the child’s account. When researched, TASC indicated reports of denied respite claims stemmed from the required information not being present on forms submitted.
Suspended Card Resolution
Inspira processing of payments to settle previous card purchases ends 8/15/25. TASC will process re-payments and validate receipts for 2025 plan year forward . TASC cannot process re-payments for prior plan years but can accept documentation/receipts from prior plan years to support a card purchase made prior to 2025 or to offset the card purchase with other receipts not previously paid out.
Capital Expenses
Capital expense claims require a pre-appraisal and a post-appraisal of the home/property as indicated on the Capital Expense form. TASC encourages families to reach out priorto making large capital improvement purchases to review the planned purchase.
TASC Customer Service
When communicating with TASC customer service, you have the right to ask for a supervisor if the representative on the line is not able to resolve the issue. If the issue is still not resolved, your case manager should be contacted, and they will escalate the issue utilizing multiple methods of contact within TASC.
We appreciate the feedback received. The Department will continue to work directly with TASC to identify and address trends as the transition proceeds.
The Katie Beckett HealthCare Reimbursement Account (HRA) allows people to spend program dollars on IRS qualified HealthCare expenses. Inspira is the Katie Beckett Program’s HRA administrator. The HRA may be used with the Inspira card to cover out-of-pocket medical expenses or to reimburse claims from an itemized receipt.
The Katie Beckett Case Manager assists families with requesting the Katie Beckett HRA service. It is a one- time per year allocation and cannot be modified during the plan year. We strongly encourage families to review the types of expenditures listed below while considering how much of their Katie Beckett funds to allocate to the HRA. DDA cannot pay for claims submitted prior to the HRA authorization date on the plan. The $10,000 Katie Beckett budget expenditure cap may not exceed $10,000 across the calendar year and unspent funds cannot be rolled over into the next plan year. Once the services are authorized by the DIDD Case Manager on the child’s Katie Beckett support plan, TASC will mail your HRA debit card to the address on file.

The HRA can be used two ways:
· With the provided TASC card to pay for covered out-of-pocket medical expenses.
· Reimbursement claims with an itemized receipt.
Information about eligible expenses can be found in the appendix of this document. Those include but are not limited to:
· Copays and deductibles
· Speech Therapy, Occupational Therapy, Physical Therapy, and Non-Traditional Therapies
· Medical Equipment and Supplies
· Orthotics
· Vision and Dental
· Respite (reimbursement only)
· Prescriptions
Using the TASC Card:
The TASC card can currently be used at medical offices such as hospitals, doctors’ offices, therapy offices, vision providers, dental offices, and pharmacies. When using the card, it’s important to run it as credit, not debit. Please be aware that credit/debit card processing fees are not a covered expense.
Receipts must be submitted to validate all card purchases, and some purchases require a Letter of Medical Necessity (LOMN) from a healthcare provider to be an eligible expense. TASC currently aims to review and approve supporting documentation within 30 days.
Please be aware that the card cannot be used to purchase future appointments. For instance, the card cannot be used to purchase a block of 10 future therapy appointments, since there must be validation the visits have occurred. Doing so, may lead to suspension of your TASC card.
Submitting Claims for Reimbursement:
Submitting claims for reimbursement can be done on the TASC website or through the mobile app. These claims are paid into your MyCash account, upon review and approval of your claim. You then have the ability to spend the MyCash via the TASC benefit card at any merchant that accepts MasterCard, or you can setup a transfer to have the MyCash funds direct deposited into a personal checking or savings account.
There is no daily spending limit on the TASC card and you will have access to your full available balance on the first day of eligibility.
Families may expect to receive the HRA debit card within 21 days of authorization. If the card has not arrived within 21 days, please contact TASC using the provided contact information. It will arrive in a plain white envelope in the parent or legal guardian’s name and contain instructions on how to set up the account. The date the HRA service is authorized on your child’s Person-Centered Support Plan (PCSP) is the first date expenses are eligible. For instance, if the HRA service is authorized on 3/1/25, a doctor’s visit that occurs on or after that date would be eligible for HRA use. A doctor’s visit that occurs on 2/28/25 would not be eligible.
Only the enrolled child is covered by the HRA. It is currently a one-time per year allocation and cannot be modified during the calendar year. Funds left over from one calendar year do NOT carry over into a new year. Families with 2025 expenditures have until 3/31/2026 to submit claims.
You may log into the TASC online portal at www.tnkbbtasc.com or download the TASC mobile app to review your HRA balance, submit claims and check claims status. Once approved, reimbursement claims from itemized receipts are paid into the MyCash account. MyCash funds are available instantly after the reimbursement has taken place, by using the TASC benefit card. Alternatively, you can establish a direct deposit transfer of the funds, and receive them into your personal checking or savings account within 1 – 3 business days of the transfer.
You may submit HRA claims by logging into the TASC online portal at www.tnkbbtasc.com or into the mobile app and selecting “File A Claim” to upload all supporting documentation (including receipts and invoices) for the expense. All claims should be submitted as expense type: “LifeStyle with LifeStyle Expense”.
The claim should include the following information:
· Provider or merchant name
· Type of expense (“medical with deductible”)
· Date of service
· Child’s name
· Child’s DOB
· Child’s last 4 digits of SSN
· Description of service
· EOB or other documentation showing reimbursement, or a statement that no other reimbursement is available and therefore no EOB to apply
· Final amount of patient liability owed (final out of pocket cost after all reimbursement)
· Letter of Medical Necessity (LOMN) if applicable
TASC will send an alert should the expense require additional information for upload. Be sure to respond timely to any requests as to not delay the determination. If no documentation is received within 90 days of the first written request, the TASC card will be temporarily inactivated until all appropriate supporting documentation of the expense is submitted and approved. TASC requires a Letter of Medical Necessity (LOMN) Form from the healthcare provider confirming the expenses are needed to treat a specific diagnosis. The LOMN needs to be attached to every claim that requires a LOMN. It must be completed by a child’s physician or therapist, including - but not limited to - pediatrician, specialist, medical healthcare provider, physician’s assistant, licensed/registered nurse practitioner, and occupational/physical/speech therapist. In addition, multiple expenses may be itemized on one form. If the form is not available, a statement on letterhead from the medical provider detailing each diagnosis and expense is acceptable. The letterhead should include the following information:
· Employer Name: State of Tennessee Katie Beckett HRA
· Member Number: last 4 digits of child’s social security number
· Duration

A Letter of Medical Necessity form does not need to be renewed on an annual basis IF a healthcare provider indicates on the form that it is effective for the child’s duration of enrollment in the Katie Beckett Program.
“Please note: any attachments to a LOMN listing items for reimbursement must either come on the treating physician's letterhead or bear the signature of the treating physician. TASC must be able to verify any purchases have been approved by the treating physician. It cannot make this determination when the list has no designation that it has come from a physician.”
Sensory Items: To resolve issues around listing out sensory items on a LOMN, TASC has determined items purchased that are listed on the following websites are allowable. The LOMN will just need to indicate “sensory items found on [website name from the list below]” and will no longer need a detailed list of every item purchased. If an item appears on one of the below websites and is purchased from a different retailer, documentation that supports the items are listed on both websites will need to be submitted. Sensory items purchased that do not appear on any of the below websites will still need to be detailed on the LOMN. Examples can be found below.

Examples:
1. Several sensory items are purchased from autismcommunitystore.com. The LOMN only needs to say "Sensory items found on autismcommunitystore.com"
2. A family finds sensory items listed on autismcommunitystore.com but finds a better price
on an outside retailer.
The LOMN says “Sensory items found on autismcommunitystore.com”
The family may purchase the items from a different retailer and submit screenshots of the items found on autismcommunitystore.com and the alternate retailer where the item was purchased.
3. A family buys sensory items that aren’t listed on any of the “approved” websites.
The LOMN must list each sensory item purchased in order to be eligible for HRA payment.
Per IRS rules, the following items require a cost comparison in order to provide reimbursement:
· Adaptive bedding and beds vs non-adaptive bedding and beds
· Food not in standard form vs standard form
· Specialty shoes and clothing items vs standard shoes and clothing
If your HRA account has been frozen due to an overpayment of funds, you can remediate this by:
· Using another form of payment at the point of sale and submitting the claim to TASC
· Having the service provider refund the TASC benefit card
· Making payments to TASC via check or money order for overpayments

You must indicate you are part of the State of TN Katie Beckett HRA and the parent should indicate their full first and last name. Please also include the 12-digit TASC ID of the account that is being repaid. This number is located on the back of the TASC benefit card.

IRS Eligible and Ineligible Items
The following list is the complete list of IRS eligible and ineligible items. There are many items that may not be applicable to a child in the Katie Beckett Program, but out of an abundance of caution, DDA is keeping the list in its entirety. Items deemed eligible by the IRS do not require a letter of medical necessity, however some items require the form. You may include multiple expenses on one LOMN form.
