The Tennessee Department of Transportation Right-of-Way (TDOT ROW) Division is responsible for acquiring and managing all right-of-way needed for the construction and maintenance of highways in the State of Tennessee. The ROW Division provides relocation assistance for displaced families and businesses in accordance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 when necessary for State highway construction. The Division also coordinates utility relocation and the disposition of State owned surplus real property.

Appraisal Office is responsible for quality assurance in the process of estimating just compensation for property rights acquired for the construction of transportation facilities.

Acquisition Office is responsible for the acquisition of real property required for state transportation needs.

Relocation Office is responsible for the relocation and reestablishment of persons, businesses and farms displaced as a result of State or State-aid highway projects and the management of acquired improvements. 

Excess Land Office is responsible for the administration and disposal of right of way for non-highway purposes.
