- Coordinates wtih TDOT functional areas and stakeholders to develop Stage 0 Report that establish project goals and visions, outline preliminary concepts, provides cost estimates, and conduct technical analyses to suport the Project Delivery Network (PDN).
- Provides additional resources and support PDN Stage 1 Scoping and Context for evaluation of any new options.
- Lead Coordination for all types of interstate access.
- Evaluating feasibility of candidate projects.
- Research and site investigations.
