Grundy County was awarded several grants, including a Community Development Block Grant (CDBG) and a grant from the Appalachian Regional Commission (ARC) to address health and education challenges in the county. County leadership used a combination of federal and state funds to transform the old Grundy County High School into the South Cumberland Learning and Development Center (SCLDC). The center functions as a community center in Tracy City and offers a variety of services to local residents, including tutoring for high schoolers, mental healthcare, and career services.

In 2018, Tracy City received funding from the Tennessee Department of Health’s (TDH) Healthy Built Environments grant program to repair the roof of the SCLDC's gymnasium. The project also utilized additional state funds, including TDEC’s Local Parks and Recreation Fund (LPRF) and the Tennessee Department of Environment and Conservation's (TDEC) Clean Energy program.
