Clay County Community Comprehensive Plan

In 2016, Clay County leaders used funding from the Tennessee Department of Economic and Community Development's (TNECD) ThreeStar program and a USDA Rural Development Grant to develop a long-term strategic plan. The plan now serves as the road map for the various county boards, commissions, councils, and committees that once worked independently. The plan addresses 18 topic areas, including Parks and Recreation, Aging, and Industrial Development, and each section contains goals and objectives, evaluation measures, and assigned organizations responsible for implementation.

As a result of the guidance and vision of the comprehensive plan, Clay County has received additional grants over the past several years, including grants from the Tennessee Department of Tourist Development (TDTD), the Tennessee Department of Agriculture (TDA), the Tennessee Department of Health (TDH), and TNECD.
