State statute charges the Tennessee Higher Education Commission (THEC) with developing a statewide Master Plan for the future development of public universities, community colleges, and colleges of applied technology, with input from the Board of Regents and the University of Tennessee Board of Trustees.

Tennessee Education Lottery Scholarship Program
This report is prepared pursuant to T.C.A. §49-4-903(b), which directs THEC to: “...provide assistance to the general assembly and to the Tennessee StudentAssistance Corporation (TSAC) by researching and analyzing data concerning the scholarship and grant programs created underthispart, including, but not limited to, student success and scholarship retention.”
