TDOT Awards Culvert Replacement on State Route 53 in Jackson County

CHATTANOOGA, Tenn. – The Tennessee Department of Transportation (TDOT) has officially awarded the contract for a culvert replacement project on State Route 53 in Jackson County. The project, which aims to improve drainage infrastructure, was awarded to Cleary Construction on Tuesday, October 21, 2025, for $2,745,399.75.

The project will require a full closure of SR 53 at Hurricane Branch Lane for approximately 50 days. TDOT will provide a minimum of two weeks’ notice before the road closure begins and will continue to coordinate with local agencies throughout construction.

The closure is necessary to allow crews to replace the damaged culvert safely and efficiently. A signed detour route will be in place for the duration of the work, using SR-85 and SR-52 through Livingston. This route was selected after evaluating multiple alternatives and is capable of safely accommodating both heavy trucks and passenger vehicles. The exact start date of the closure is still to be determined and will be announced once finalized.

TDOT has taken community impacts, including traffic disruptions, into consideration continuously throughout the project’s development. The selected repair method uses a large pre-cast concrete structure, which significantly reduces construction time and limits the road closure to a maximum of 50 days, far less than the 120-day closure required by traditional construction methods. The project remains within the existing right-of-way, avoiding delays related to property acquisition and extensive permitting. TDOT will continue to work closely with local emergency services, schools, and government officials to ensure essential access and minimize disruptions during construction.
