
Gary Hicks

Gary Hicks is the Chairman of the Tennessee House Finance, Ways, and Means Committee, representing the 9th District, which includes Hawkins, part of Hancock, and Claiborne Counties. A lifelong resident of Rogersville, he has served in the Tennessee General Assembly since 2015 and has been a strong advocate for fiscal responsibility and economic growth.
Hicks earned a Bachelor of Science in Computer Science from East Tennessee State Universityand an MBA from the University of Tennessee. His professional background as a Technology Director has informed his work on modernizing government services and improving efficiency. Before joining the legislature, he served as a Hawkins County Commissioner from 2006 to 2015, including roles as Commission Pro Tempore and Budget Chairman (2010–2015).
In the General Assembly, Hicks has played a key role in shaping Tennessee’s financial policies, overseeing multi-billion-dollar state budgets that maintain thestate's low tax burden and strong financial health. He is also actively involved in community organizations, including the Tennessee Educational Technology Association, Hawkins County Imagination Library, and the Hawkins County Local Emergency Planning Committee.
Hicks is a Republican and a dedicated member of Shepard’s Chapel Baptist Church. He and his wife, Laura, reside in Rogersville with their two daughters, Madelyn and Caroline.
