2023-2024 CDBG-DR Infrastructure Recovery and Resilience Application
The Tennessee Department of Economic and Community Development (TNECD) has formally opened the application window for the state’s CDBG-DR 2023-2024 Infrastructure Recovery and Resilience Program.
HUD has allocated a total of $85,738,000 in CDBG-DR funds to the State of Tennessee in response to Severe Storms and Tornadoes occurring in December 2023 and Tropical Storm Helene in September 2024. This allocation has been divided into three (3) distinct programs, one of these being the Infrastructure Recovery and Resilience Program.
$30 million has been initially set-aside to aid in the recovery efforts related to public infrastructure and public facilities in seven (7) eligible counties: Carter, Cocke, Greene, Johnson, Montgomery, Unicoi, and Washington. Counties may submit multiple applications.
Each county is guaranteed to be awarded at least one (1) "non-competitive" project worth up to $4 million of CDBG-DR funding. Subsequent applications will be reviewed, scored, and awarded on a competitive basis.
Non-competitive applications will be reviewed for programmatic compliance as they are submitted. Competitive applications will not be reviewed until the application deadline passes.
As of the date of this memo, applications for projects will be accepted up to the deadline of Friday June 26, 2026.
