2023-2024 Disasters (Helene)
Overview
The U.S. Department of Housing and Urban Development (HUD) has allocated $85,738,000 in long-term recovery funds to the State of Tennessee to support long-term recovery efforts following a series of federally declared disasters in 2023 and 2024. These allocations were made in response to DR-4751-TN (Tornadoes – December 2023) and DR-4832-TN (Tropical Storm Helene – September 2024). The Tennessee Department of Economic and Community Development (TNECD) has been designated as the agency to administer this program and funding in Tennessee.
The following counties have been designated by HUD as most impacted and distressed (MID), and are where the CDBG-DR funding will be directed: Carter County, Cocke County, Greene County, Johnson County, Montgomery County, Unicoi County, and Washington County.
Tennessee will use its CDBG-DR funding to support three primary programs that directly correspond to the most critical areas of need:
- Single-Family Housing Rehabilitation and Reconstruction Program – $34,451,100
- Infrastructure Recovery and Resilience Program – $30,000,000 (Application)
- Small Business Recovery and Resilience Program – $17,000,000

The Tennessee Emergency Management Agency (TEMA) is responsible for the development and update of the state's hazard mitigation plan (HMP).
