PACs
In Tennessee, a "PAC" or "Political Action Committee" is referred to by statute as a "Political Campaign Committee" or a "Multi-candidate Political Campaign Committee". Any PAC making expenditures of $1,000 or more to support or oppose one or more state candidates is required to register with the Registry of Election Finance and file campaign financial disclosure reports. Failure to properly register as a PAC may result in the assessment of Civil Penalties against any person who directly controlled the expenditures of the unregistered organization.
Corporations that contribute $1,000 or more, in the aggregate, to one or more candidates for state or local public office are deemed to be PACs and must register with the Registry and file campaign financial disclosure reports. Multi-member LLCs and LLPs are not treated as PACs and may contribute in the same manner as any private individual; however, single-member LLCs and LLPs are treated as an extension of the controlling member, and these organizations may not be used to circumvent campaign contribution limits.
Effective January 1, 2026, the Annual PAC Registration Fee will be reinstated. The fee is $150. All PAC Registration Fees must be paid by January 31, 2026. Instructions for submitting payment of the Registration Fee will be sent to all registered PACs in Late December 2025 or Early January 2026. (For any PAC registering after January 31, 2026, payment of the Registration Fee will be due upon registration.)
