Michael Barber is the Director of the Division's Consumer Insurance Services.  His section exists to educate consumers, as well as to investigate and mediate insurance claims and other insurance-related disputes as a third-party mediator. Michael joined the Department in 2018, becoming the CIS Manager in 2020 and Section Director in 2026, after leading the department through record-breaking years of consumer restitution. 

Michael has decades of managerial experience in the insurance industry, with a focus on subrogation. Additionally, he is an Air Force Cold War Veteran with past duties in the U.S. and Europe, and a graduate of the Commissioner’s Leadership Academy in 2021.
