CLEC, Reseller, and Water Information

COMPETITIVE LOCAL EXCHANGE CARRIER (CLEC): Refers to any company that competes with one or more of the IntraLATA services traditionally offered by the servicing LEC in any given area. A facilities based company that has been granted a certificate of convenience and necessity to operate as a competing telecommunications service provider has the authority to provide a full range of telecommunications services either through their own facilities, with Unbundled Network Elements ("UNE's") through the ILEC,or through resale. In determining whether or not to award a certificate, the Commission considers whether granting the certificate will serve the present or future public convenience and necessity. The Commission will also consider the applicant's financial, technical and managerial ability to provide the applied for services, as well as the proposed rates and such other matters as the Commission finds relevant. The application should be submitted with a $25 filing fee, the original documents, and thirteen copies.

RESELLER: "Resellers" is a common carrier of telephone services other than a facilities-based carrier. The term reseller includes, but is not limited to, operator service providers. Resellers shall not provide intrastate telecommunication services in Tennessee without a certificate of convenience and necessity awarded by the Commission pursuant to state law and these rules. In determining whether or not to award a certificate, the Commission considers whether granting the certificate will serve the present or future public convenience and necessity. The Commission will also consider the applicant's financial ability, and proposed rates, as well as such other matters as the Commission finds relevant. The application should be submitted with a $50 filing fee, the original documents, and one copy.
