Please find below the Inmate Disciplinary Oversight Board’s Annual Report for the calendar year 2024. Since January 1, 2024, our Board has been working tirelessly to ensure that no Tennessee citizen becomes the victim of needlessly preventable criminality. To fulfill the Board’s mission ofmaximizing public safety and promoting lawful behavior, Board Members have spent the last  reviewing every single Class A offense incident from across the states 14 correctional facilities to determine whether an incarcerated offender should have credits removed from their overall penal sentence in order to ensure that those inmates with serious behavioral issues serve their sentence to the full extent of the law. To achieve that mission, the Board has, to-date, reviewed more than 9,000 individual Class A incidents.

The Board’s work is critical to ensure that every inmate in Tennessee is held accountable for their behavior inside a correctional facility as much as they are held accountable outside one. The Board is also recommending legislation in 2025 that will strengthen the sentence credit system across the state to provide the necessary uniformity, consistency, and fairness that will benefit all Tennesseans but, especially, our hard-working correctional personnel. The Board’s work has, so far, been critical to ensure effective departmental accountability in a sustainable and cost-effective manner.

Finally, the Board expresses its sincere appreciation to the members of Tennessee’s Executive and Legislative branches for effectively providing their support and leadership as we continue our mission, and we further express our highest gratitude to all those outside our organization who devote their time, energy, and skills to helping us achieve success.

Matters moved for inclusion into IDOB records as procedurally accepted upon initial review by individual board members.
