Rob Thomas
Market News Supervisor

Rob Thomas has dedicated over 42 years of service to the State of Tennessee, currently serving as the lead Livestock Market Grader. In his role, Rob goes above and beyond by helping livestock producers effectively market their animals, ensuring fair grading practices, and protecting the interests of buyers and consumers of one of our state's largest agricultural products. His commitment to mentoring less experienced livestock graders and his ability to educate others on grading decisions exemplify his dedication to the department's mission of serving, supporting, and promoting agriculture and forestry.
With decades of experience, Rob has become an expert in the art of livestock grading and marketing methods, which directly contribute to higher profit potential for producers. His proficiency in making accurate judgment calls has earned him the trust of the livestock production network and the respect of his peers. Rob’s exceptional service and dedication have been recognized with the prestigious M.D. Smith Distinguished Service Award, highlighting his invaluable contributions to the Department of Agriculture and the citizens of Tennessee.
Rob is a dependable asset to the livestock industry and commodity groups, always putting others before himself. His passion for agriculture and commitment to excellence have made him an invaluable asset to the department.

Lesley Ritchie

Lesley Ritchie has been a dedicated team member with the Department of Children's Services for 19 years, currently serving as a Team Leader for Child Protective Services in Sumner County, Tennessee. Lesley approaches each day with a deep sense of purpose, driven by the belief that her team is making a meaningful difference in the lives of children and families. With a gracious and solution-oriented approach, Lesley tackles issues raised by both internal and external customers, addressing their concerns thoughtfully. She collaborates weekly with case managers and other team leaders to identify barriers and devise appropriate solutions, ensuring that the team feels supported in their roles. She emphasizes the importance of self-care and promoting a culture where her team members prioritize their own well-being. Her leadership is defined by compassion, resilience, and a collaborative approach that fosters respect and teamwork among her colleagues.
Throughout her career, Lesley has demonstrated an unwavering commitment to protecting children and supporting families in her community. Lesley considers herself fortunate to work alongside a team she admires, in a role that allows her to serve the community she loves. Her passion for her community and her ability to connect with others exemplify her quiet heroism, as she uses her skills to support Tennessee families and advocate for children across the state.
Outside of her professional life, Lesley is a devoted wife and mother to two daughters, ages 14 and 26, who inspire her daily, and she treasures her three beloved dogs. Lesley cherishes traveling and spending quality time with her family, embracing every opportunity to recharge and connect.

Kim Mangrum

Kim Mangrum has been serving the state for 11 years. She is a dedicated member of the Tennessee Department of Commerce and Insurance’s TennCare team, serving as an Administrative Assistant 3. In her role, she consistently goes above and beyond to assist citizens enrolled in TennCare or seeking enrollment. Kim is often the first point of contact for individuals facing challenges with their healthcare, and she approaches each interaction with exceptional professionalism, remarkable patience, and empathy, making sure callers feel heard and supported during emotionally charged conversations. Her ability to de-escalate tense situations and ensure callers feel heard and supported has made her an invaluable asset to the department.

Joy Pitts

Tommy "Trent" Miller

Tommy “Trent” Miller has been a dedicated member of the Tennessee Department of Disability and Aging for nearly five years, serving as a vital part of the TN START (Systematic, Therapeutic, Assessment, Resources, & Treatment) team, where he supports individuals with intellectual and developmental disabilities and mental health needs, ensuring they receive the necessary care and resources to thrive in their communities. Known for his unwavering dedication, Trent goes above and beyond by mentoring new staff, offering peer support, and responding to crises at any hour to provide immediate assistance.
Trent brings over 30 years of experience in the field, having worked with both children and adults across various settings. He is a former Special Education teacher and Director at a long-term services agency. Trent has a proven track record in developing and implementing treatment plans, discharge planning, and placement, collaborating closely with patients, families, and community resources. His expertise and creativity allow him to find innovative solutions that improve the quality of life for those he serves.
Trent is passionate about helping people live the life of their choosing and fostering a sense of belonging in their communities. His ability to build trust and facilitate collaboration with families,
agencies, and colleagues has made him an invaluable asset to the department.

Karel Abboud
Global Director of Foreign
Direct Investment & Business Development
Economic and Community Development
Karel Abboud joined the Tennessee Department of Economic and Community Development in March 2022 and currently serves as the leader of the state’s international investment strategy. In her role, Karel focuses on attracting and securing high-impact foreign direct investment projects across key global markets. She also oversees the operations and strategic direction of the department’s five international offices located in Japan, South Korea, Germany, Italy, and the United Kingdom. Karel consistently goes above and beyond by being highly responsive, delivering services with professionalism, and demonstrating meticulous attention to detail.
Karel holds a Bachelor of Science degree from Mississippi State University and a Master of Business Administration from Mississippi College. Recently, Karel successfully coordinated, planned, and executed a complex Business Development Trip for Governor Lee and Deputy Governor McWhorter to Taiwan, South Korea, and Japan. Her efforts led to successful meetings with over 100 customers and stakeholders, further strengthening Tennessee’s global economic ties.
Karel serves on the boards of the International Business Council through the Nashville Area Chamber of Commerce, the Japan-America Society of Tennessee, and the Tennessee Economic Partnership. She is known for her strong work ethic, positive attitude, and commitment to professional and ethical business practices. Her dedication to exceptional customer service and her ability to foster strong relationships with external and internal stakeholders have made her an integral part of the department.

Penny Tubbs
School Turnaround Director
Education
Penny Tubbs has been with the Tennessee Department of Education since February 2019 and currently serves as the Turnaround Director. In her role, Penny works tirelessly to support the state's largest districts, focusing on improving educational outcomes for underperforming schools. She consistently goes above and beyond by proactively assisting district and school leaders, building trust-based relationships, and delivering tailored solutions that drive meaningful improvement.
Penny began her career as a kindergarten teacher in Memphis turnaround schools, where she developed her passion for improving education. She has held leadership roles, including Federal Programs Manager and Director of School Improvement, in Memphis and the Achievement School District. Penny earned her bachelor’s degree in elementary education from Mississippi State University and holds two master’s degrees – one in administration from the University of Tennessee at Martin and another in curriculum and instruction from the University of Memphis.
Living in the Memphis area with her husband, Shawn, Penny is a proud mother of three children, Colton, Madelyn, and Briley, and two beloved dogs, Ryder and Timber. Penny’s belief in the transformative power of education and leadership drives her efforts to support Tennessee schools and ensure every student has access to a quality education.

Katherine Watts
Paralegal & Public Requests Coordinator
Environment and Conservation
Katherine Watts has dedicated nearly 20 years to serving the state of Tennessee and currently holds the position of Paralegal and Public Records Request Coordinator (PRRC) for the Tennessee Department of Environment and Conservation (TDEC). In her role, Katherine coordinates and organizes responses to over 4,000 document requests annually across TDEC’s various organizational units. Known for her exceptional communication skills and commitment to excellence, she goes above and beyond to ensure seamless collaboration between the central office, environmental field offices, and departmental divisions, consistently delivering thorough and timely responses to inquiries.
Katherine’s extensive experience and education have equipped her with a strong foundation for her role. She earned her Paralegal A.A.S. degree while serving as the ADA Coordinator at Nashville State Community College. In 2013, she joined the Office of the Attorney General and Reporter's Health Care Division as a Paralegal, where she refined her skills over the course of seven years. Her expertise in legal research and organizational support has been instrumental in her success at TDEC’s Office of General Counsel, where she continues to provide invaluable assistance to attorneys and divisions alike.
Katherine is a dedicated researcher who is passionate about finding answers and solutions to complex challenges. She is always willing to lend a helping hand and goes above and beyond to ensure that everyone's needs are met. Katherine uses her skills and experience to support the department’s mission while creating a welcoming environment for all.

Shannon Keefe
Contract Specialist
Finance and Administration
Shannon Keefe joined the State of Tennessee in December of 2022 and currently serves as a Contract Specialist with the Enterprise Governance Administration division of Strategic Technology Solutions (STS). In her role, Shannon manages and consults on IT professional services procurement, providing expert assistance to ensure efficient and transparent processes. She consistently goes above and beyond her standard duties, as demonstrated by her leadership in organizing the State of Tennessee’s AI Expo. Shannon efficiently managed all phases of the Request for Information process, coordinated vendor participation, and implemented detailed communication strategies to ensure a seamless experience for vendors, attendees, and state employees.
Before joining the state, Shannon worked in the private sector in a sales role within the medical field, where she gained valuable experience in client relations and business operations. After joining the department, Shannon quickly established herself as a trusted advisor and expert in her field. Her ability to adapt and excel in her role has been evident through her innovative solutions, such as developing a Vendor Participation Fee Memo to streamline financial workflows and creating a vendor feedback system to drive continuous improvement for future events.
Shannon is known for her collaborative spirit and solution-oriented mindset. She works closely with various divisions, including Finance, Communications, Technical Support, and Artificial Intelligence, to deliver cohesive and impactful results. Shannon’s professionalism, clear communication, and commitment to excellence reflect positively on the State of Tennessee.

Melody Johnson

Financial Institutions
Melody Johnson has served the State of Tennessee since July 2003 and currently holds the position of Program Administrator 1 with the Tennessee Department of Financial Institutions (TDFI). In her role, she assists with the licensing and examination of non-depository financial institutions, ensuring compliance and efficiency within the industry. Melody goes above and beyond by fostering open communication with both internal and external customers, breaking down barriers between the licensing and examination sections, and streamlining processes to enhance efficiency. Her extensive experience in licensing and examination processes, combined with her contributions to developing internal reports and enhancing data collection, has significantly improved the Compliance Division’s operations. Her efforts have eliminated unnecessary steps and reduced process times, creating a more effective system for compiling and utilizing licensing and examination data.
Melody is a graduate of Lipscomb University, where she earned her bachelor’s degree. She further honed her leadership skills by graduating from LEAD TN in 2012 and completing the TDFI Commissioner’s Leadership Academy in 2016. Melody is married and has one daughter. Gary Ryan
Fleet Telematics Administrator

Gary Ryan has been a dedicated public servant with the State of Tennessee since 2007. He began his career with the Department of Correction and joined the Department of General Services (DGS) in 2015. In 2023, Gary was promoted to Fleet Telematics Administrator, a role in which he uses data-driven insights to improve fleet safety, efficiency, and performance across multiple agencies. Gary consistently goes above and beyond to meet agency needs and timelines by willingly adjusting his schedule to accommodate customer priorities and delivering exceptional service through innovative, customized solutions to complex challenges.
Gary is a graduate of the Commissioner’s Leadership Academy and the Tennessee Government Professional Institute. His expertise in fleet data analysis and telematics has enabled him to create clear explanations, tailored training sessions, and a telematics newsletter that improves communication and collaboration with customers. His passion for technology and innovation has been evident throughout his career, and he played a key role in DGS earning national recognition from Samsara for Excellence in Performance in the Government category.
Gary lives in Tennessee and is deeply committed to serving the state and its agencies. His dedication and responsiveness make him a trusted resource across the state. Ashley Gambrell
Senior National Healthcare Safety Network Epidemiologist
Health
Ashley Gambrell has been with the Tennessee Department of Health for four years and currently serves as the Senior National Healthcare Safety Network Epidemiologist. In this role, she provides critical support to healthcare facilities across Tennessee, ensuring they meet reporting requirements and improve patient safety. Ashley goes above and beyond by addressing training gaps, creating innovative reports, and offering personalized assistance to help facilities avoid penalties and make informed decisions.
Ashley earned her Master of Public Health in epidemiology from Emory University, where she specialized in infectious diseases. Her professional experience includes serving as a surveillance officer for the Multi-site Gram-negative Surveillance Initiative and working on the Outbreak Response Team, where she specializes in multidrug-resistant organism containment and infection prevention. Currently, she is the National Healthcare Safety Network Lead Epidemiologist with the Tennessee Department of Health’s Healthcare-Associated Infections and Antimicrobial Resistance Program.
Ashley is dedicated to fostering strong relationships with healthcare partners across Tennessee, ensuring they feel supported and empowered to meet their goals. Her proactive communication and commitment to quality have earned her wide recognition from institutions, including St. Jude Children's Research Hospital. Through her collaborative approach and innovative solutions, Ashley’s passion for quality healthcare services is making a lasting positive impact throughout the state.

Jasmine Lewis

Jasmine Lewis has dedicated nine years of service to Tennessee State Government and currently serves as the Talent Management Program Manager with the Department of Human Resources’ Office of People Performance and Culture. In her role, Jasmine provides strategic support for the Reasonable Accommodation Program, ensuring agencies comply with the Americans with Disabilities Act and deliver effective accommodation processes. She also leads the State as a Model Employer Program, which promotes meaningful employment opportunities for individuals with disabilities. Jasmine consistently goes above and beyond in her work, exemplifying professionalism, compassion, and leadership. Her innovative approach has strengthened partnerships, enhanced customer experiences, and advanced the department’s mission of attracting, growing, and retaining top talent.
Jasmine earned her second master’s degree in Professional Studies in Human Resource Management in 2020. She is a graduate of the Department of Human Resources Next Level Leadership Academy. In her prior role, Jasmine managed the Performance Management Program and Enterprise-Wide Exit and Engagement Surveys, helping agencies leverage data to improve employee experience and organizational performance. Her expertise in talent management, strategic planning, and data-driven solutions has made her a trusted collaborator and leader within the department.

Tylesha McCray

Tylesha McCray has been serving the State of Tennessee for over 10 years and currently holds the position of Program Supervisor for Vocational Rehabilitation Services within the Department of Human Services (DHS). In her role, she provides leadership for the Middle Tennessee Grand Area as well as Deaf and Blind Services within Vocational Rehabilitation. Tylesha consistently goes above and beyond by demonstrating exceptional dedication, collaboration, and innovation in her work. Her customer-centered approach and proactive communication have been instrumental in enhancing service delivery, streamlining processes, and fostering teamwork across multiple units.
Tylesha holds a Bachelor of Arts in psychology from the University of Wisconsin and a Master of Science in clinical mental health counseling from Walden University. Additionally, she is a National Certified Counselor and has earned a Graduate Certificate in public administration with a focus on executive leadership from Tennessee State University. Tylesha has extensive experience in her field, beginning her career with the DHS as an Intake Counselor in Adult Protective Services. She was later promoted to Field Supervisor, expanding call center operation and improving service metrics. Since transitioning to Vocational Rehabilitation Services in 2018, Tylesha has created leadership academies and enhanced service delivery. She is also a graduate of the DHS Mission Possible Leadership Academy and the TN Leadership Academy for Excellence in Disability Services.
Originally from Milwaukee, Wisconsin, Tylesha has called Middle Tennessee home for the past 16 years. In her free time, she enjoys reading, traveling, attending concerts, and going to the movies. Known for her professionalism, empathy, and solution-oriented mindset, Tylesha uses her skills and expertise to support the needs of individuals and families throughout Tennessee.

Michael "Mike" Rivera

Michael “Mike” Rivera has been an integral part of the Tennessee Department of Labor and Workforce Development for three years, serving as an Administrative Services Assistant. In his role, Mike consistently demonstrates exceptional professionalism, dedication, and teamwork. He continually goes above and beyond by proactively assisting his team, anticipating challenges, and ensuring smooth operations. He takes responsibility for each task and follows through until all details are taken care of. Mike’s positive attitude, reliability, and willingness to go the extra mile reflect his commitment to excellence. His proactive support and customer-first mindset make him an invaluable member of the department.
Mike moved to Nashville in 1997 and has since built a diverse background in creative and administrative roles. Outside of his work, he collaborates with the Nashville film community on various creative projects and serves as the secretary for the nonprofit Film Endowment. Mike’s strong problem-solving abilities and initiative reflect his dedication to continuous improvement and service excellence. When he’s not at work, Mike enjoys slow 5K jogs, exploring
sci-fi, WWII films and Westerns, and spending time with his loyal sidekick, Taco, a three-year-old Portuguese Podengo. Mike’s passion for teamwork, creativity, and service drives his commitment to supporting the citizens of Tennessee.

Samuel "Sam" Covarrubias
Building Maintenance Work
Mental Health & Substance Abuse Services
Samuel (Sam) Covarrubias has been with the Tennessee Department of Mental Health and Substance Abuse Services (TDMHSAS) since April 2017, starting as a Psychiatric Technician at Middle Tennessee Mental Health Institute. In May 2024, Sam was promoted to Building Maintenance Worker, where he has excelled in his passion for ensuring safety and compliance. Sam consistently goes above and beyond for the department, leveraging his expertise to solve critical issues and engineer innovative solutions that have saved the agency over half a million dollars.
Before joining TDMHSAS, Sam owned a successful diesel engine repair business in Mindanao, Philippines. Since relocating to the United States in December 2016, Sam has continued to apply his skills to ensure a safe and functional environment for patients, staff, and visitors. His hands-on experience and technical knowledge have been instrumental in addressing complex maintenance challenges.
Sam and his wife have been happily married for 25 years and are proud parents to a 20-year-old son and a 15-year-old daughter. Sam’s dedication to his family mirrors his commitment to his work, where he uses his expertise to support the mission of TDMHSAS and contribute to the safety and well-being of Tennessee’s communities. When asked about his accomplishments, Sam humbly states, “I’m just doing my job.”

Sara Cox
Resilience Manager
Military
Sara Cox began her career with the Tennessee State Government in 2017 at the Department of Health and currently serves as a Resilience Manager with the Tennessee Emergency Management Agency (TEMA) within the Department of Military. In this role, she oversees several multimillion-dollar funding programs and leads disaster recovery coordination efforts with interagency partners. Sara consistently goes above and beyond by co-managing the newly established Governor’s Response and Recovery Fund (GRRF), which delivers millions in relief to local governments, nonprofit organizations, businesses, farmers, and forest landowners. Sara brings a strong background in both experience and education.
A native Tennessean, she earned her bachelor’s degree from the University of Tennessee, Knoxville, and her master’s degree from the University of Memphis. Over the years, she has demonstrated expertise in program management, interagency collaboration, and community engagement skills that have been instrumental in advancing Tennessee’s recovery operations.
Sara resides in Nashville with her husband and their four sons. Her proactive leadership and unwavering dedication to her community highlight her commitment to making a difference and make her a trusted partner in statewide disaster resilience and recovery efforts.

Katie Julian
Administrative Services Assistant 4

Katie Julian has been with the State of Tennessee for over 10 years and currently serves as Administrative Services Assistant within the Taxpayer Services Division of the Department of Revenue. In her role, she leads educational efforts by hosting monthly webinars and quarterly workshops, reaching thousands of taxpayers. In addition to her work with taxpayers, Katie has been instrumental in providing one-on-one training to county and city clerk offices across Tennessee, addressing concerns and delivering legislative updates to ensure smooth operations.
With experience across three divisions of the Department of Revenue, Katie has developed a deep understanding of departmental procedures and services. Her managerial and administrative experience has brought her to work within three divisions within the agency. Her expertise in tax law and policy, combined with her strong communication skills, make her a vital resource for taxpayers and government officials.
Katie is a selfless leader who values community and connection. She is passionate about empowering others through education and collaboration, and she uses her skills and experience to improve the lives of Tennessee’s citizens.

Anthony Honeycutt
Technical Services Director

Anthony Honeycutt has been a dedicated member of the Tennessee Department of Safety and Homeland Security since December 2015. He currently serves as the Technical Services Director for the Driver Services Division, where he leads innovative solutions to improve efficiency and reduce wait times. Anthony consistently goes above and beyond by proactively addressing challenges, assisting field offices, and implementing strategies that enhance daily operations. His hands-on leadership and commitment to excellence inspire his team and strengthen public trust in the agency’s mission to serve Tennesseans.
Throughout his career, Anthony has gained extensive experience in various leadership roles. Starting as a Driver’s License Examiner, he quickly advanced to Examiner-in-Charge and Branch Manager in 2016. In 2022, he became Driver Control Manager, followed by a promotion to Executive Administrative Assistant II and Project Lead in 2023. Most recently, in September 2024, he was promoted to Driver Control Manager II within the Financial Responsibility Unit. Each day, he displays professionalism, respect, and a strong sense of responsibility in all his interactions, making him a valued member of the team. He actively listens to feedback and treats everyone with fairness and empathy.
Anthony embodies the core values of the department through his unwavering commitment to integrity, accountability, and public service. Anthony is known for his positive attitude, reliability, and genuine care. His technical expertise, problem-solving skills, and ability to implement lasting solutions have been instrumental in improving service delivery and operations across the department.

Claude Jarrett
Audit Manager

Claude Jarrett has been with the State of Tennessee for over 10 years and currently serves as an Audit Manager within TennCare. In his role, Claude oversees audit activities, ensuring the production of accurate and timely audit opinions that enhance audit quality, reduce resource utilization, and drive meaningful process improvements. He consistently goes beyond the traditional scope of auditing by actively engaging with other teams to identify complementary data and information. His goal is always to enhance the experience of TennCare members, as well as internal and external partners. While the auditor role often centers on specific deliverables, Claude distinguishes himself as a collaborative thinker who seeks to connect audit outcomes to broader systemic issues. He conducts thorough evaluations, shares deep insights with others, and though not a common trait among all auditors, he drives system transformation through his strong ethics and unwavering commitment to the agency’s mission and priorities.
Before joining the state, Claude served honorably in the United States Marine Corps. He later transitioned to the private sector, where he worked as a general manager for a Fortune 500 profit center, managing all profit and loss operations. Claude holds a bachelor’s degree in accounting and a Master of Business Administration from Jennings A. Jones College of Business at Middle Tennessee State University. Outside of work, he enjoys spending quality time with his wife and three children, engaging in family activities.

Silas Stoddart
Rural TourismProgram Manager
Tourist Development
Silas Stoddart began his service in state government in 2022 as the Rural Tourism Program Manager for the Tennessee Department of Tourist Development. In this role, he is responsible for developing and managing tourism programs focused on rural marketing, education, and strategy to support Tennessee’s at-risk and distressed counties. Silas consistently goes above and beyond in his work, creating impactful program offerings that include photography, branding, social media, content creation, and website development. He has also led strategic road-map sessions, short-term rental workshops, and destination boot camps, all aimed at enhancing tourism in Tennessee’s rural communities.
Prior to joining the department, Silas gained valuable experience as a Transportation Planner and Rural Planning Organization Coordinator for the Upper Cumberland Development District. He is a Southeast Tourism Society Tourism Marketing Professional and holds a bachelor’s degree in business administration and management from Middle Tennessee State University.

Before stepping into his supervisory role, Hunter began his career as an Operations Technician, which led to his promotion to Operations Technician Senior in December 2021. His experience includes significant contributions to large-scale grading projects, including the Lexington Bypass, Atwood Bypass, and Trezevant Bypass. His comprehensive understanding of roadway
construction processes allows him to effectively coordinate with various contractors and stakeholders, ensuring that projects are not only completed efficiently but also maintained at the highest standards.
Hunter is dedicated to mentoring new employees and interns, taking the time to teach them every intricate detail of the projects they are involved in. Recognized statewide for his selfless service, Mike is often the first to volunteer his time and expertise to support other cemeteries, traveling across Tennessee to assist sister sites or mentoring staff. With a remarkable ability to demonstrate initiative and leadership, Mike consistently goes above and beyond to ensure that everyone receives the highest standard of care, compassion, and respect.
