As Chief Counsel to the Governor, Alexa Witcher oversees the legal operations of the Executive Branch and provides comprehensive legal advice to Governor Bill Lee and his Cabinet.  Her responsibilities include managing bill drafting for the administration’s legislative agenda, overseeing the executive clemency review process, spearheading the judicial appointment process, and serving as Chief Ethics Officer.  As a member of Governor Lee’s senior staff, Witcher provides strategic advice on the full range of issues affecting the administration of state government.

Witcher first joined the Governor Lee’s staff as Deputy Counsel in 2021.  Witcher has more than a decade in state government experience, serving in multiple executive branch departments in the Lee and Haslam administrations prior to joining the Governor’s Office. A native of Sullivan County, she graduated from East Tennessee State University with a Bachelor of Science in Political Science and earned her juris doctor from Belmont University College of Law. Witcher lives in Franklin with her husband and daughter.
