A native Tennessean, H. Russell White became Commissioner of the Tennessee Department of Health in January, 1991 after having served as Deputy Commissioner of the Tennessee Department of Health and Environment from February of 1989. He previously served as Superintendent of Arlington Developmental Center in Memphis.  He received his Bachelor’s degree in Education, and his Masters and Ed.S. degrees from George Peabody College in Nashville.
