Tennessee Highway Patrol Names New Chattanooga District Captain

NASHVILLE --- Tennessee Highway Patrol Colonel Tracy Trott today announced the promotion of Jessie W. Brooks to Captain of the agency’s Chattanooga District. Brooks previously served as the Administrative Lieutenant in the Knoxville District. He replaces David McGill who was recently transferred to Captain of the Knoxville District.

A native of Hamblen County, Brooks is a 31-year veteran of the Tennessee Highway Patrol (THP) and has served as Administrative Lieutenant in the Knoxville District since 2009. In that role, he has served as assistant to the District Captain while overseeing the operations of the office and staff. Prior to serving in that capacity, Brooks held positions as Safety Education Lieutenant, Troop Sergeant, and Litter Sergeant. He has extensive experience in dignitary protection, proving security to a number of individuals, ranging from governors to U.S. first ladies.

“During his career in the THP, Jessie has been a valuable asset to the patrol, providing leadership and experience while, most recently, supervising the daily operations of his district office.  As District Captain, Jessie will continue to help us advance as an agency,” THP Colonel Tracy Trott said.

Brooks started his career with the THP as Road Trooper in 1981, assigned to Roane and later Knox Counties. He served as a Deputy in the Hamblen County Sheriff’s Department from 1975 – 1981.  Brooks is also a veteran of the United States Naval Reserve. 

Brooks is currently enrolled at Bethel University and plans to complete a Bachelor’s Degree in criminal justice later this year.  He is a graduate of the Northwestern University School of Police Staff and Command School.
