TDOS/THP Promotes Eleven Officers

Nashville, Tennessee —The Tennessee Department of Safety announced the promotions of 11 dedicated members of the Tennessee Highway Patrol.  The promotion ceremony was held Friday, January 11, 2008, at 10:00 a.m., at the THP Training Center located at 275 Stewarts Ferry Pike in Nashville.

Colonel Mike Walker and members of THP’s Command Staff presented rank advancements to the following members of the Tennessee Highway Patrol:

Frankie Floied was officially recognized as the new Director of the Criminal Investigation Division, a position he has held since September, 2007.  Floied began his law enforcement career with the Tennessee Highway Patrol in 1974, as a Road Trooper in Coffee County.  From 1987-1989, he was an instructor for the Tennessee Law Enforcement Training Academy (TLETA).  Floied has served as an investigator in CID, including Assistant to the Director, Deputy Inspector and Special Agent, since 1989.  Prior to serving with CID, Floied worked as a criminal investigator in the Office of District Attorney General in the 14th Judicial District in Manchester, Tennessee.

David M. Brown has been promoted to Assistant Special Agent in Charge for Region 1 of the THP Criminal Investigation Division.  Brown began his career with the Tennessee Highway Patrol in January of 1986, first assigned to Sullivan County in the Fall Branch District.  He also served as a Trooper in Hamblen County before being promoted to CID as a Special Agent in October of 1996.  Brown has specialized training in crime scene, auto theft and computer forensic investigations.  A retired 30-year veteran of the Tennessee Air National Guard, ASAC Brown lives in his hometown of Dandridge, Tennessee.

Lieutenant Tony L. Barham has been named the Safety Education Officer for the Nashville District.  He was commissioned in 1988 and began his career with the Tennessee Highway Patrol as a Trooper in Giles County.  Six months later, Barham was transferred to Hardin County and worked there for 14 years before being promoted to Sergeant in McNairy County.  Lt. Barham has degrees in Social and Behavioral Science from Freed-Hardeman University and Police Management from Northwestern University.  He lives in Savannah, Tennessee, and is married with two sons.

Lieutenant Lee Chaffin is a 27-year veteran of the Tennessee Highway Patrol.  He was commissioned as a State Trooper in 1981.  Lt. Chaffin has worked in Research, Planning and Development, Staff Inspections, the Colonel’s Office and most recently, as Sergeant in Special Operations.  He currently resides with his wife, Susan, in Smyrna, Tennessee.  They have a daughter who lives in Washington D.C. and will graduate from law school in May.

Jarvis Curtis has been promoted to Lieutenant of Troop B in the Lawrenceburg District.  He started his career with the Tennessee Highway Patrol 22 years ago and was first stationed in Lawrence County.  In 2000, Lt. Curtis was promoted to Sergeant in Litter Control and then reassigned in 2006, to Sergeant in Lawrence County.  Lt. Curtis is from Crump, Tennessee.  He and his wife, Debbie, currently live in Lawrenceburg.

Lieutenant John P. Dunaway was commissioned in 1986 as a Trooper.  During his career, Lt. Dunaway has been stationed in Hickman, Madison and Henderson Counties.  In 1989, he joined the Criminal Investigation Division.  He worked narcotics with CID for two years before becoming a Special Agent in the division.   Lt. Dunaway was promoted to Sergeant and assigned to Henderson County in 1999, serving as a crash reconstructionist.  Lt. Dunaway and his wife currently live in Wildersville, Tennessee.  He has two children and one grandchild.

Troy Everett, a member of the Tennessee Highway Patrol since July 1984, has been promoted to the rank of Lieutenant.  He spent the first three years as a Road Trooper in Marion and Sequatchie Counties, before moving to Middle Tennessee to become an undercover narcotics officer. In 1995, Lt. Everett was assigned to the Nashville District.  He has served as a Road Sergeant in Wilson and Davidson Counties and spent two years assigned to the F.B.I. Violent Crimes Task Force.  Lt. Everett is married and has two children.  He is from Dayton, Tennessee, and currently resides in Mt. Juliet.

Jeff Mosley, commissioned in 1987, has been promoted to Lieutenant in the Chattanooga District.  Prior to beginning his career with the Tennessee Highway Patrol, Mosley served with the Department of Corrections from 1984-1987.  He was first assigned to Giles County in the Lawrenceburg District from 1987 to 1992.  Transferred to the Cookeville District, Mosley worked in Warren, Van Buren and White counties before being promoted to Sergeant in 1998.  A graduate of Northwestern School of Police Staff and Command in 2005, Lt. Mosley is a certified DUI instructor and TRACS trainer.  He lives with his wife and children in Warren County.

Lieutenant Kevin N. Williams began his career with the Tennessee Highway Patrol in Fayette County in 1989.  He was transferred to Tipton County in 1991, and was promoted to Sergeant in 2002.  Williams has worked on several special assignments, including serving as security detail for the Governor.  Sgt. Williams and his wife, Amy, have two children and currently live in Ripley, Tennessee.

David Burns advances to the rank of Lieutenant after serving as a Sergeant in Greene County in the Fall Branch District since 2002.  Burns began his career with the Tennessee Highway Patrol in Commercial Vehicle Enforcement in 1994, and was assigned to the Greene County Scales in 1995.  He worked as a CVE road officer in 1996, serving in Greene, Hamblen and Jefferson Counties.  Certified in Level 1 through Level 6 and tanker and hazardous material commercial vehicle enforcement, Burns is a graduate of East Tennessee State University and the Northwestern Staff and Command School.  The Tennessee native lives in his hometown of Greenville with his wife, Alison; two stepsons, Colt and Dillon; and daughter, Marali.

Jimmie H. Johnson III has been promoted to the rank of Sergeant.  He joined the Tennessee Highway Patrol in 1997, and started his career as a Trooper in Haywood County.  Johnson most currently has served as Evidence Custodian of the Memphis District.  He is also a DUI Instructor and Field Training Officer.  Sgt. Johnson is married and has four children.  He and his family live in Brownsville, Tennessee.

Kathy S. Martin was promoted to Administrative Services Assistant 1, effective August 1, 2007, in the Support Services Division.  Martin has served in the Department of Safety since June of 1985 in a number of capacities, including the Financial Responsibility Section, Criminal Investigation Division, Human Resources, Fleet Division and the THP Cookeville District.   A Gordonsville, Tennessee native, Martin is married to Trooper Ned Martin.  The couple and their son live in Gordonsville.
