Chip Kain
Deputy Commissioner, Public Safety
William “Chip” Kain serves as Deputy Commissioner overseeing the Department's public safety portfolio which includes the Fire Prevention Division, the Tennessee Law Enforcement Training Academy/Peace Officers Standards & Training (POST) Commission, and the Tennessee Emergency Communications Board.
In January 2022, Mr. Kain was appointed to the dual role of Executive Director of the Jerry F. Agee Tennessee Law Enforcement Training Academy and Executive Secretary of the POST Commission.
Before joining TDCI, Kain had a distinguished law enforcement career that included serving as Assistant Vice Chancellor for Campus Safety and Security for the Tennessee Board of Regents. Beginning in 2019, he was Director of Public Safety and Chief of Police for Roane State Community College. He has also served local governments including work as Chief of Police for the cities of Norris and Baneberry. While at TDCI, Kain has continued his professional development. In 2023, he graduated from the FBI National Academy in Quantico, Virginia.
A native of Tennessee, Mr. Kain is a graduate of TLETA Class 1465 in 2021. He received a Bachelor of Science from the University of Tennessee at Knoxville in 2006 and a Master of Science in Criminal Justice Bethel University in 2014.
