Weekly Construction Report for Parts of East and Middle Tennessee for January 15 - January 21, 2015

BRADLEY COUNTY, I-75 construction of a concrete Bulb-Tee Beam Bridge, including grading, drainage and paving at the Exit 20 interchange (U.S. 64 Bypass East, U.S. 74 East, SR-311, APD-40) (LM 4.86) in Cleveland:  Work continues on this project.  Traffic has been shifted to the new temporary alignment at the I-75 southbound exit ramp and onto the first phase of the new bridge over I-75.  The contractor will be erecting the last set of beams at Exit 20 on Thursday January 15, 2015 from 10PM to 6AM.  Only the southbound lanes of I-75 traffic will be detoured during this work.  Northbound traffic leaving I-75 at Exit 20 will not be allowed to make left turns during this work because the bridge over I-75 will be temporarily closed.  THP will assist with traffic control.  Additionally, the contractor will be working on clearing and drainage and doing bridge work during this report period.  Any work requiring interstate lane closures is limited to Sunday through Thursday nights between 7PM - 6AM.  Signs will be posted and flaggers will assist with traffic control if needed.  THP will assist with traffic control as necessary during interstate lane closures.  Estimated project completion date is November 2015.  [Simpson Construction Co., Inc./WC/CNM118]

BRADLEY COUNTY, I-75 grading, drainage and paving with concrete northbound and southbound off ramps at Exit 33, including the installation of traffic signals:  Work on this project continues.  Barrier rail will be installed on both the northbound and southbound ramps.  Flaggers may be present during this time to assist with traffic control.  Estimated project completion date is June 2015.  [Greenstar, LLC/JM/CNN319]

BRADLEY and HAMILTON COUNTIES, SR-317 resurfacing (thin-mix overlay) from the Hamilton County Line (LM 0.00) to SR-60 (LM 3.59):  Final inspection has been made.  Thermal (striping) work could possibly be done during this report period, with possible lane closures in Hamilton County, and some shoulder work may be done in Bradley County. BRADLEY COUNTY, SR-312 resurfacing from the Hamilton County Line (LM 0.00) to White Oak Road (LM 4.77):  The contractor continues paving operations and the replacing of guardrail will begin once paving operations are complete.  Flaggers will assist with traffic control as needed.  Estimated project completion is January 2015.  [Wright Brothers Construction Co., Inc./WC/CNN217]

CANNON COUNTY, SR-64 resurfacing (thin-mix overlay) from Tolbert Hollow Rd. (LM 2.86) to U.S. 70S (SR-1) (LM 9.11); SR-99 resurfacing (thin-mix overlay) from the Rutherford County Line (LM 0.00) to SR-64 (LM 1.37):  Work on this project is substantially complete.  Estimated project completion is January 2015.  [Tinsley Asphalt, LLC /CP&JP/CNN219]

CANNON / WARREN COUNTY, U.S. 70S (SR-1) paving from near SR-281 in Cannon County to Spring Valley Road in McMinnville, Warren County:  Traffic was moved to the final alignment on U.S. 70S (SR-1) on Monday, November 24, 2014.  All permanent directional and route marker signs have been installed.  Street signs will be placed within the next month.  Message boards have been placed on the east and west ends of the transition to alert motorists to the new traffic pattern.  The final lift of pavement for the transition ends and the shoulders will be completed under traffic as we would a resurfacing project.  The remaining work to complete the transition ends will take approximately six weeks, weather permitting.  This work will include milling and paving to get to final grades, tie-ins to old U.S. 70S (SR-1) in Warren and Cannon counties, Airport Connector, C Rody Road, and extended driveways and side roads to U.S. 70S on the Warren County end of project.  Additionally the contractor will install curb and gutter with sidewalk, complete final erosion control measures and place sod throughout the project.  All motorists should use extreme caution and be alert to construction equipment and vehicles on the project.  Flaggers will continue to be present as work progresses on transition tie-ins.  Motorists could experience periodic delays.  Estimated project completion date is January 2015.  [Highways, Inc./CP&JP/CNM127]

COFFEE COUNTY, I-24 grading, drainage and paving at the eastbound and westbound weigh stations from MM 117-115.5:  The contractor will have shoulder closures on I-24 East and West to perform work at the weigh stations.  No interstate lane closures are scheduled during this report period.  Lane closures on I-24 will only be allowed nightly from 6PM – 6AM.  THP will assist with traffic control as necessary during interstate lane closures and one lane will remain open at all times.  Estimated project completion date is April 2015.  [Highways, Inc./CP/CNM143]

COFFEE COUNTY, SR-55 repair of bridge over SW Atlantic St., CSX Railroad, and SE Atlantic St. (LM 2.64):  Work on this project is substantially complete, and the bridge has been open to traffic while work continues underneath the structure.  The contractor will be addressing punchlist items.   Estimated project completion is January 2015.  [Mid-State Construction Co., Inc./CP/CNM387]

COFFEE COUNTY, U.S. 41 (SR-2) repair of bridge over Little Duck River (LM 13.68 R&L):  Work on this project is underway.  Temporary striping and barrier rail have been installed, and the bridge currently is down to only one 11’ lane of traffic in each direction for the duration of the project.  Estimated project completion is September 2015.  [Jamison Construction Co., Inc./CP/CNN002]

COFFEE and FRANKLIN COUNTIES, miscellaneous safety improvements on various state and local routes:  During this report period, the contractor will have lane closures on SR-15 in both directions from LM 23.70 to 28.30 to install guardrail.  At least one travel lane will remain open to traffic at all times.  Flaggers will assist with traffic if necessary.  Estimated completion date is January 2015.  [Highway Markings, Inc./CP/CNM350]

COFFEE, GRUNDY and MARION COUNTIES, I-24 expansion of rural TDOT SmartWay Intelligent Transportation System (ITS) from MM 109 to MM 157:  Work on this project is underway.  There may be daytime or nighttime shoulder and short term lane closures throughout the project area as the contractor performs work for future traffic cameras and dynamic message signs.  Estimated completion date is May 2016.  [Stansell Electric Company, Inc./CP/CNN205]

CUMBERLAND COUNTY, SR-298 (Genesis Rd.) construction of a concrete Bulb-Tee Beam Bridge over I-40 (MM 320) in Crossville, including grading, drainage, and paving (LM 2.23):  Construction signs and portable barrier rail have been installed on this project.  The speed limit for I-40 has been reduced from 70 mph to 60 mph for the duration of construction.  Scheduled work includes deck construction for Phase 1 of the new bridge.  Estimated project completion date is November 2015.  [Highways, Inc./DB/CNN117]

CUMBERLAND COUNTY, U.S. 70 (SR-1) bridge repair over Caney Fork River (L.M. 6.36):  Work on this project continues.  Traffic control devices including construction signs and temporary traffic signals have been installed.  Traffic is reduced to one lane across the bridge to allow construction activities.  Horizontal lane width is reduced to 11’9”.  Estimated project completion date is June 2015.  [Mid-State Construction Inc./DB/CNN281]

DeKALB COUNTY, SR-26 (U.S. 70) construction of a welded steel plate girder bridge and three retaining walls over the Caney Fork River and Sligo Road (LM 24.58):  This bridge replacement project continues.  During construction, the current bridge over the river will remain open to traffic until the new structure is constructed and able to carry traffic.  The contractor may have short lane closures to perform various operations on an as-needed basis.  Flaggers will be on site to assist with traffic control.  Estimated project completion date is June 2016.  [Massman Construction Co./CS/CNM073]

DeKALB COUNTY, SR-53 resurfacing (thin mix overlay) from the Cannon County Line (LM 0.00) to the Smith County Line (LM 5.17):  Work continues on this project.  The contractor may have short lane closures to perform various operations on an as needed basis.  Flaggers will be on site to help with traffic control.  Estimated project completion date is January 2015.  [LoJac Enterprises, Inc./CS/CNN221]

DeKALB, PUTNAM, WARREN COUNTIES, Miscellaneous safety improvements on Austin Bottom Road/Cookeville Boatdock Road/Baxter Road from Austin Lake Road/Sunny Point Road in DeKalb County to I-40 in Putnam County; miscellaneous safety improvements at the intersection of Old Smithville Road and Pike Hill Road (LM 0.36):  The contractor may have short lane closures to perform various operations on an as-needed basis.  Flaggers and THP will be on site to help with traffic control as necessary.  Estimated project completion date is January 2015.  [Superior Traffic Control- Memphis, Inc./CS/CNN003]

HAMILTON COUNTY, South Crest Road Bridge repair project over I-24 (between MM 182.3 – 182.4) and East Main Street (Mid-State Construction Co, Inc):  The contractor has closed the South Crest Road Bridge over I-24 and East Main Street in Chattanooga as a major repair project gets underway. During the project, the entire bridge deck, parapets, and bridge joints will be removed and replaced. Because of the structural configuration of the bridge, there is no way to perform this work with traffic on the bridge.  The section of East Main Street beneath the South Crest Road Bridge will also be closed while the contractor removes and replaces the bridge deck on the portion of the bridge directly overhead. This precaution is necessary to ensure the safety of the motoring public and pedestrians. This portion of the project is scheduled to be completed by spring 2015, at which time East Main Street will be reopened to traffic.  Detours will be posted for the duration of the project.  Additionally, there will be times during the project when work will require temporary lane closures on I-24 beneath the South Crest Road Bridge.  These interstate lane closures will only be allowed at nighttime on Sundays through Thursdays between the hours of 10PM and 5AM Eastern Time.  There will be nighttime lane closures on I-24 during this report period to allow the contractor to install construction signs on the median barrier wall.  Estimated project completion date is August 2015.  [Mid-State Construction Co, Inc./JM/CNN294]

HAMILTON COUNTY, U.S. 27 (SR-29) reconstruction project from Manufacturers Road (Olgiati Bridge over the Tennessee River) to U.S. 127 (SR-8, Signal Mountain Road/Boulevard):  Weather permitting, the contractor may have lane closures throughout the project area on weeknights to perform road work.  Also during this report period, the contractor will be working on various items throughout the project area on U.S. 27 North and/or South during daytime hours as the project is nearing completion.  At least one lane will remain open in each direction on U.S. 27.  THP will assist with traffic control on the project as necessary.  Estimated project completion date is February 2015.  [Wright Brothers Construction Co., Inc./JM/CNK233]

HAMILTON COUNTY, construction of a State Industrial Access route serving Volkswagen Group of America, including grading, drainage and paving:  The contractor is working on pre-punchlist items and awaiting final inspection.  Traffic will not be impacted at this time so no lane closures are needed.  Estimated project completion date is January 2015.  [Wright Brothers Const. HAMILTON COUNTY, SR-148 resurfacing from the Georgia State Line (LM 0.00) to U.S. 11 (U.S. 64, U.S. 72, SR-2) (LM 3.99); SR-318 resurfacing from U.S. 11 (U.S. 41, U.S. 64, U.S. 72, SR-2) (LM 0.00) to SR 148 (LM 1.05):  Work on this project is complete and awaiting final inspection.  Estimated completion date is January 2015.  [Talley Const. MARION COUNTY, Murphy Hollow Road at LM 0.07 construction of a concrete Bulb-Tee Beam Bridge over I-24 west of MM 165, including grading, drainage and paving:  Work on this project is underway.  During this project, interstate lane closures and traffic pacing will be permitted from 8PM to 6AM for the installation of temporary traffic control and beam erection operations.  One lane of I-24 in each direction will be maintained during these temporary closures.  THP will assist with traffic control as necessary during interstate lane closures.  Estimated project completion date is November 2015.  [Dement Construction Company, LLC/CV/CNN183]

McMINN COUNTY, SR-30 widening project, including grading, drainage, paving, construction of a concrete box beam bridge and retaining wall from County Road 609 to the 4-lane section in Etowah:  Work continues on this project.  Traffic has been shifted onto the new traffic lanes from County Road 609 to west of County Road 523.  With this latest traffic shift, all traffic is now traveling on the newly-constructed traffic lanes from County Road 609 to the four lanes west of County Road 561.  Drivers are urged to use caution and pay attention to construction signs in this area.  Flaggers will assist with traffic control as needed.  Estimated project completion is spring 2015.  [Highways, Inc./WC/CNL081]

McMINN and RHEA COUNTIES, SR-30 resurfacing (microsurfacing) from Duckett Hollow Rd. (LM 1.75) to west of Milton Rd. (LM 6.36); U.S. 27 (SR-29) resurfacing (microsurfacing) from south of Boofer Lane (LM 14.60) to Old SR-29 (LM 19.80):  Work continues on this project.  There will be intermittent lane closures in both directions as the contractor performs milling and paving operations.  Flaggers will assist with traffic control as needed.  Estimated project completion is January 2015.  [Hudson Construction Co./JM/CNN019]

MEIGS COUNTY, SR-30 relocation beginning east of the Tennessee River to west of SR-58:  Work on this project is substantially complete.  There will be few, if any, traffic disruptions from here on out until punchlist work is complete.  Flaggers will assist with traffic control as needed.  Estimated project completion is January 2015.  [Charles Blalock & Sons/JM/CNK010]

MEIGS COUNTY, SR-58 resurfacing from south of Old SR-30 (LM 17.88) to south of Ratledge Rd. and Heird Rd. MEIGS and RHEA COUNTIES, SR-60 bridge repair over Tennessee River (LM 3.10):  Work on this project continues.  The bridge is down to only one lane of traffic as repair work is performed on the bridge.  Traffic will be maintained and controlled by a temporary signal for the safety of the traveling public.  Estimated project completion is February 2015.  [Olympus Painting Contractors, Inc./JM/ CNM326]

PUTNAM COUNTY, SR-111 resurfacing project from north of East 10th Street (LM 7.54) to south of Main Street (LM 10.31):  Work continues on this project.  The contractor may have short lane closures to perform various operations on an as-needed basis.  Flaggers will assist with traffic control as needed.  Estimated project completion is January 2015.  [Highways, Inc./CS/CNN186]

PUTNAM COUNTY, SR-84 slide mitigation at LM 10.5 and LM 11.0, including grading drainage and paving:  Work on this project continues.  The contractor may have short-term lane closures to perform various operations on an as-needed basis. PUTNAM and WHITE COUNTIES, resurfacing of SR-135 from Falling Water River Bridge (LM 0.08) to south of Winston Dr. (LM 7.74); resurfacing of SR-136 from U.S. 70 (SR-26/LM 11.43) to the bridge over SR-111 (LM 19.85); resurfacing of SR-135 from SR-136 (LM 5.81) to the Falling Water River Bridge (LM 19.85):  Work on this project continues.  The contractor may have short lane closures to perform various operations on an as needed basis.  Flaggers will be on site to help with traffic control.  Estimated project completion is January 2015.  [Hudson Construction Co./CS/CNN031]

RHEA COUNTY, SR-378 bridge repair project over Little Richland Creek (LM 1.58):  Work on this project continues.  The contractor will completely replace the superstructure of the bridge, including installation of new beams, new deck, new rails, and new pavement.  Because of the scope of work on the narrow two-lane bridge, it will be closed for the duration of the project.  Detour routes are signed and marked.  Estimated project completion is May 2015.  [Simpson Construction Co., Inc./JM/CNN239]

RHEA COUNTY, State Industrial Access Road project serving General Shale Brick in Spring City, including grading, drainage and paving:  There are no lane closures required at this time, and traffic is not impacted by work on this project.  Estimated project completion is June 2015.  [J&M Grading Division, LLC./JM/CNN227]

VAN BUREN COUNTY, SR-111 grading, drainage, and paving from south of Manus Road to south of SR-285 near Double Bridge Road:  Work continues on this project.  Utilities are currently being installed while work is progressing on pipe replacements and extensions at various locations.  Grading and blasting operations are underway.  Motorists should expect delays.  Flaggers will be present during progression of work.  Motorists should use caution and be alert to construction equipment and vehicles within the work zone. The speed limit has been reduced to 45 MPH and is being enforced.  Estimated project completion date is November 2015.  [Jones Bros., Inc. /CP&JP/CNM266]

WARREN COUNTY, SR-1 (U.S. 70S) resurfacing (microsurfacing) from west of the bridges over the Collins River (L.M. 14.90) to Victor J. Young Road (L.M. 23.26):  Work continues on this project.  Flaggers will be present during progression of work.  Motorists should use caution and be alert to construction equipment and vehicles within the work zone.  Project completion date is January 2015.  [Hudson Construction Co. /BH/CNN033]
