Weekly Construction Report for Parts of East and Middle Tennessee for August 28 - September 3, 2014

BRADLEY COUNTY, I-75 construction of a concrete Bulb-Tee Beam Bridge, including grading, drainage and paving at the Exit 20 interchange (U.S. 64 Bypass East, U.S. 74 East, SR-311, APD-40) (LM 4.86) in Cleveland:  Work continues on this project.  Traffic has been shifted to the new temporary alignment at the I-75 southbound exit ramp and onto the first phase of the new bridge over I-75.  During this report period, the contractor will continue nighttime demolition operations on the original bridge over I-75.  These will begin after 9:30PM and end by 6AM.  When necessary, they will detour traffic using the ramps while spans over the interstate are lifted with a crane.  They will continue this work during the allowed nighttime hours until the old superstructure has been entirely removed.  Beginning on Tuesday, September 2, 2014 through Tuesday, September 16, 2014 traffic will be held to lane restrictions on the concrete ramps over I-75 to allow the contractor to saw and seal the concrete paving.  Additionally, the contractor will be working on clearing and drainage and doing bridge work during this report period.  Any work requiring interstate lane closures is limited to Sunday through Thursday nights between 7PM - 6AM.  Signs will be posted and flaggers will assist with traffic control if needed.  THP will assist with traffic control as necessary during interstate lane closures.   Estimated project completion date is November 2015. 

BRADLEY COUNTY, Benton Pike, Durkee Road, and Michigan Avenue, grading, drainage, and paving on a State Industrial Access route serving the Whirlpool Corporation:  The contractor continues work on this project at the Whirlpool Corporation plant.  There will be intermittent lane closures on U.S. 64 during this report period.  Flaggers will assist with traffic control as needed.  Estimated project completion date is October 2014. 

BRADLEY COUNTY, U.S. 11 (SR-2) , resurfacing (thin mix overlay) from Paul B. Huff Parkway (LM 12.82) to east of Anatole Lane (LM 15.15)  Work beings on this project on  Tuesday, September 2, 2014.  Traffic will be affected by lane closures from 9 PM to 6 AM as the contractor is paving.  Flaggers will assist with traffic control as needed.  Drivers are urged to use caution and pay attention to construction signs in this area. Estimated project completion is September 2014.

BRADLEY COUNTY, U.S. 11 (SR-2) installation of traffic signals at the intersection of SR-308 (LM 19.41), including grading, drainage, and paving:   Flaggers will assist with traffic control as needed. Estimated project completion date is September 2014. 

CANNON / WARREN COUNTY, U.S. 70S (SR-1) paving from near SR-281 in Cannon County to Spring Valley Road in McMinnville, Warren County:  Work continues on this project.  Paving operations will be ongoing for the next several months (including weekends).  Stop signs and advanced warning signs have been added on all side roads and county roads while milling and paving operations continue on the mainline.  Message boards have been placed on both ends of the project to alert motorists of extensive truck traffic.  All motorists should use extreme caution and be alert to construction equipment and vehicles on the project.  Flaggers may be present on side roads.  No interruption of traffic is expected.  Estimated project completion date is September 2014. 

COFFEE COUNTY, I-24 grading, drainage and paving at the eastbound and westbound weigh stations from MM 117-115.5:  The contractor will have shoulder closures on I-24 East and West to perform work at the weigh stations.  No interstate lane closures are scheduled during this report period.  Lane closures on I-24 will only be allowed nightly from 6PM – 6AM.  THP will assist with traffic control as necessary during interstate lane closures and one lane will remain open at all times.  Estimated project completion date is November 2014. 

COFFEE COUNTY, SR-55 repair of bridge over SW Atlantic St., CSX Railroad, and SE Atlantic St. (LM 2.64):  Work on this project is underway.  Temporary striping and barrier rail have been installed, and the bridge currently is down to only one 11’ lane of traffic in each direction for the duration of the project.  Estimated project completion is December 2014. 

COFFEE and FRANKLIN COUNTIES, miscellaneous safety improvements on various state and local routes:  During this report period, the contractor will have lane closures on SR-15 in both directions from LM 23.70 to 28.30 to install guardrail.  At least one travel lane will remain open to traffic at all times.  Flaggers will assist with traffic if necessary.  Estimated completion date is September 2014. 

CUMBERLAND COUNTY, U.S. 127 (SR-28) bridge repair over Obed River (LM 17.50):  Construction signs, arrowboards and barrels have been installed to reduce traffic from two lanes to one lane on both the northbound and southbound bridges.  Contractor activities will include grinding, grooving, texture coating and pavement markings.  Temporary lane closures with flagging may be required.  Estimated project completion date is November 2014. 

CUMBERLAND COUNTY, SR-298 (Genesis Rd.) construction of a concrete Bulb-Tee Beam Bridge over I-40 (MM 320) in Crossville, including grading, drainage, and paving (LM 2.23):  Construction signs and portable barrier rail have been installed on this project.  The speed limit for I-40 has been reduced from 70 mph to 60 mph for the duration of construction.  Scheduled work includes grade work and substructure activities for the new bridge. There will be no lane closures for I-40 or SR 298 during this reporting period.  Estimated project completion date is November 2015. 

DeKALB COUNTY, SR-26 (U.S. 70) construction of a welded steel plate girder bridge and three retaining walls over the Caney Fork River and Sligo Road (LM 24.58):  This bridge replacement project is underway.  During construction, the current bridge over the river will remain open to traffic until the new structure is constructed and able to carry traffic.  The contractor may have short lane closures to perform various operations on an as-needed basis.  Flaggers will be on site to assist with traffic control.  Estimated project completion date is June 2016. 

DeKALB COUNTY, SR-53 resurfacing (thin mix overlay) from the Cannon County Line (LM 0.00) to the Smith County Line (LM 5.17):  Work on this project will begin during this report period.  The contractor may have short lane closures to perform various operations on an as needed basis.  Flaggers will be on site to help with traffic control.  Estimated project completion date is November 2014. 

DeKALB, PUTNAM, WARREN COUNTIES, Miscellaneous safety improvements on Austin Bottom Road/Cookeville Boatdock Road/Baxter Road from Austin Lake Road/Sunny Point Road in DeKalb County to I-40 in Putnam County; miscellaneous safety improvements at the intersection of Old Smithville Road and Pike Hill Road (LM 0.36):  The contractor may have short lane closures to perform various operations on an as-needed basis.  Flaggers and THP will be on site to help with traffic control as necessary.  Estimated project completion date is September 2014. 

HAMILTON COUNTY, U.S. 27 (SR-29) reconstruction project from Manufacturers Road (Olgiati Bridge over the Tennessee River) to U.S. 127 (SR-8, Signal Mountain Road/Boulevard):  Weather permitting, the contractor may have lane closures throughout the project area on weeknights to perform road work.  They will also be working on retaining walls and bridges throughout the project area.  During nighttime work, at least one lane will remain open in each direction.  On the evening of Thursday, August 28, 2014 between the hours of 7PM and 6AM, the contractor will restrict traffic to one lane on U.S. 27 North from the Olgiati Bridge to the Manning Street Bridge to implement a traffic realignment.  Also on the evening of Thursday, August 28, 2014 between the hours of 7PM and 6AM, the contractor will perform demolition work on the overhang forms on the new U.S. 27 North ramp bridge over Dayton Blvd.  During this work, Dayton Blvd. will be closed to traffic coming from Red Bank.  Traffic will be detoured to U.S. 27 South then onto Manufacturers Rd. and Cherokee Blvd.  Traffic traveling to Red Bank on Dayton Blvd. from the Stringers Ridge tunnel to Signal Mtn. Rd. will be restricted to one lane with delays.  This work is weather permitting.  Should inclement weather or unforeseen circumstances prevent this work from occurring as scheduled, it will be rescheduled to take place as soon as possible.  THP will assist with traffic control on the project as necessary.  Estimated project completion date is February 2015. 

HAMILTON COUNTY, construction of a State Industrial Access route serving Volkswagen Group of America, including grading, drainage and paving:  Work on this project continues.  The contractor is in the process of working on road and drainage, along with environmental measures.  Traffic will not be impacted at this time so no lane closures are needed.  Estimated project completion date is September 2014. 

JACKSON COUNTY, SR-85 construction of small drainage structure at LM 11.27:  Work continues on this project.  SR-85 is closed at this site, and a detour is in place.  Flaggers will assist with traffic control as necessary.  Estimated project completion date is September 2014. 

MARION and HAMILTON COUNTIES, I-24 resurfacing project from the end of Tennessee River Bridge at Nickajack Lake in Marion County near mile marker 161 extending through Hamilton County to the Georgia State Line near mile marker 167, including bridge deck repair:  Work continues on this project.  During this report period, the contractor will be performing nighttime paving operations on both sides of the interstate throughout the project area.  Paving operations requiring interstate lane closures are limited to Sunday through Thursday nights between 9PM – 6AM EDT.  THP will assist with traffic control as necessary during interstate lane closures.  Estimated project completion date is September 2014. 

MARION COUNTY, U.S. 41 (U.S. 64, U.S. 72, SR-2) replacement of the truss bridge over the Tennessee River at Nickajack Lake (LM 21.14) with a multi-span steel plate girder bridge:  The truss bridge is now closed to all through traffic until the new adjacent bridge currently under construction is completed.  A detour route that adds an additional 1.5 miles to the current route is posted.  Estimated date to have the bridge open to traffic is November 2014, with the final completion of the project by the end of the year. 

McMINN COUNTY, SR-30 widening project, including grading, drainage, paving, construction of a concrete box beam bridge and retaining wall from County Road 609 to the 4-lane section in Etowah:  Work continues on this project.  Traffic has been shifted onto the new traffic lanes from County Road 623 to west of County Road 561.  With this latest traffic shift, all traffic is now traveling on the newly-constructed traffic lanes from County Road 609 to the four lanes west of County Road 561.  Drivers are urged to use caution and pay attention to construction signs in this area.  Flaggers will assist with traffic control as needed.  Estimated project completion is November 2014. 

McMINN and RHEA COUNTIES, SR-30 resurfacing (microsurfacing) from Duckett Hollow Rd. (LM 1.75) to west of Milton Rd. (LM 6.36); U.S. 27 (SR-29) resurfacing (microsurfacing) from south of Boofer Lane (LM 14.60) to Old SR-29 (LM 19.80):  Resurfacing work is scheduled to begin during this report period.  There will be intermittent lane closures in both directions as the contractor performs milling and paving operations.  Flaggers will assist with traffic control as needed.  Estimated project completion is September 2014.

MEIGS COUNTY, SR-30 relocation beginning east of the Tennessee River to west of SR-58:  Work on this project is substantially complete.  There will be few, if any, traffic disruptions from here on out until punchlist work is complete.  Flaggers will assist with traffic control as needed.  Estimated project completion is September 2014. 

MEIGS and RHEA COUNTIES, SR-60 bridge repair over Tennessee River (LM 3.10):  Temporary barrier wall and attenuators will be set up during this report period.  Once this is done, the bridge will be down to only one lane of traffic as repair work is performed on the bridge.  Traffic will be maintained and controlled by a temporary signal for the safety of the traveling public.  Estimated project completion is October 2014. 

POLK COUNTY, U.S. 64 (SR-40) resurfacing from east of Main St. (LM 26) to the North Carolina State Line (LM 30.02):  Work continues on this project.  During this work, there will be intermittent lane closures in both directions on U.S. 64.  Flaggers will assist with traffic control as needed.  Drivers are urged to use caution and pay attention to construction signs in this area.  Estimated project completion is September 2014.

PUTNAM COUNTY, SR-111 resurfacing project from north of East 10th Street (LM 7.54) to south of Main Street (LM 10.31):  Work continues on this project.  The contractor may have short lane closures to perform various operations on an as-needed basis.  Flaggers will assist with traffic control as needed.  Estimated project completion is September 2014. 

PUTNAM and WHITE COUNTIES, resurfacing of SR-135 from Falling Water River Bridge (LM 0.08) to south of Winston Dr. (LM 7.74); resurfacing of SR-136 from U.S. 70 (SR-26/LM 11.43) to the bridge over SR-111 (LM 19.85); resurfacing of SR-135 from SR-136 (LM 5.81) to the Falling Water River Bridge (LM 19.85):  The contractor may have short lane closures to perform various operations on an as needed basis.  Flaggers will be on site to help with traffic control.  Estimated project completion is September 2014. 

RHEA COUNTY, SR 68 Resurfacing (thin mix overlay) from west of Gilliam Road (L.M. 6.83) to the bridge over U.S. 27 (SR 29) and CNO & TP Railroad (L.M. 8.30):  Contractor activities include installation of construction signs, cold planing, and bridge deck repair.  Traffic will be controlled by construction signs and flaggers.  Estimated project completion date is September 2014. 

VAN BUREN COUNTY, SR-111 grading, drainage, and paving from south of Manus Road to south of SR-285 near Double Bridge Road:  Work continues on this project.  Utilities are currently being installed while work is progressing on pipe replacements and extensions at various locations.  Grading and blasting operations are underway.  Motorists should expect delays.  Flaggers will be present during progression of work.  Motorists should use caution and be alert to construction equipment and vehicles within the work zone. The speed limit has been reduced to 45 MPH and is being enforced.  Estimated project completion date is November 2015. 

WHITE COUNTY, SR-111 resurfacing from north of SR-135 (LM 13.52) to north of SR-136 (LM 17.43):  The contractor may have short term lane closures to perform various operations on an as-needed basis.  Flaggers will assist with traffic control as necessary.  Project completion date is September 2014.
