Weekly Construction Report for Parts of East and Middle Tennessee for April 25 - May 1, 2013

BRADLEY COUNTY, SR-60 (Dalton Pike) road widening from near Gilliland Road to U.S. 64 (SR-311):  The reconstruction project on SR-60 (Dalton Pike) is nearing completion.  The existing two-lane highway has been widened to a five-lane highway with sidewalk, curb and gutter on either side.  Final paving and pavement marking is slated to take place during this report period and should be completed by early May.  A new signal mast arm pole is on order for an adjustment to the existing signal pole at the intersection of the APD-40 Bypass and McGrady Drive.  Due to nationwide demand and fabrication issues at the supplier, the delivery date of this metal pole is not expected until late May/early June.  Once it is received, the signal subcontractor will need some time to install this pole and reset the traffic signal heads.  Estimated project completion date is June 2013. 

BRADLEY and POLK COUNTIES, SR-74 (GA225/Spring Place Road) between the Tennessee/Georgia State Line and SR-313 (Ladd Springs Road) construction of two concrete box bridges over the Conasauga River Overflow (LM 0.01) and the Conasauga River (LM 0.14) including grading, drainage and paving:  SR-74 (GA225/Spring Place Road) is closed to traffic for the duration of the project to replace two bridges between the GA/TN state line and MM 0.45.  There are detour signs and message boards posted in GA and TN to assist motorists, and major delays are expected.  Local traffic will be permitted, at all times, to access businesses and residential property within road closure area.  However traffic will not be permitted to enter the active work area that is adjacent to the Conasauga River bridges.  Every effort will be made to minimize the inconvenience to motorists, businesses, residences, and property owners.  TDOT and consultant staff will be available throughout the project to address any questions or concerns.  Estimated project completion date is October 2013. 

CANNON / WARREN COUNTY, U.S. 70S (SR-1) grading, drainage, and construction of a concrete I beam bridge from near SR-281 in Cannon County to near SR-287 in Warren County.  Work continues on this project.  All motorists should use caution and be alert to construction equipment and vehicles on the project.  Flaggers may be present on side roads.  Estimated project completion date is December 2013. 

CLAY COUNTY, SR-52 grading, drainage, and paving from west of existing SR-53 to existing SR-52:  Traffic on SR-52 has been placed on the new alignment through project CNH199 at the Overton county line.  This project ties to ours on the east end of our project.  Traffic will continue through our project on the new alignment to existing SR- 52 at Shankey Hill.  Traffic will be reduced from four lanes to two lanes just east of James White road.  The speed limit will be reduced from 55 mph to 45 mph throughout this detour.  Construction signs will be posted throughout the detour.  Existing SR- 52 will be for local traffic only from Shankey Hill to east of Horse Creek Marina.  Construction signs are posted on SR-52, SR-53 and James White Road.  The contractor is currently performing grading and blasting operations north of existing SR-52 to South of SR-53.  Traffic has been relocated onto new alignment of Pinkley Ave. at the entrance to the Cumberland River Hospital.   Estimated project completion date is September 2014. 

CUMBERLAND COUNTY, SR-101 (Lantana Rd.) widening project, including grading, drainage, installation of signals and paving from SR-282 (Dunbar Rd.) to SR-392 (Miller Ave.):  (Recovery Act Project)  All lanes are open to traffic.  The contractor will be addressing punchlist items. 

CUMBERLAND COUNTY, U.S. 70 (SR-1) construction of a concrete Bulb-Tee bridge over Daddy’s Creek (LM 21.94), including grading, drainage and paving:  Construction signs have been installed.  Traffic has been switched to the new bridge and the old bridge has been removed from service.  The contractor will be grinding and grooving the bridge deck which will result in temporary lane closures.  Motorists should be alert for construction vehicles and equipment that may be entering or leaving the jobsite.  Estimated project completion date is May 2013. 

DEKALB COUNTY, SR-56 bridge rehabilitation project (Hurricane Bridge) over Caney Fork River (LM 15.40):  The bridge currently is down to only one lane of traffic, and it is being maintained and controlled by a temporary signal for the safety of the traveling public.  The current weight postings of 10 tons for two-axle vehicles and 18 tons for vehicles with three or more axles will remain in effect and will be strictly enforced.  This will allow for work adjacent to the north side of the bridge to continue.  Further temporary lane shifts may be implemented by flaggers on an “as needed” basis to facilitate work as it progresses.  Estimated project completion date is October 2013. 

HAMILTON COUNTY, I-24 and I-75 resurfacing project:  I-24 resurfacing from west of Spring Creek Rd. (MM 185) to I-75 (MM 185.7); I-75 resurfacing from the Georgia State Line (MM 0.00) to south of Chickamauga Creek (MM 1.91):  During this report period, the contractor will begin work on this project.  Any work requiring lane closures is limited to Sunday through Thursday nights between 9PM - 6AM.  THP will be present to assist with traffic control on the project as necessary.  Estimated project completion is June 2013. 

HAMILTON COUNTY, I-75 North at Exit 3A miscellaneous safety improvements at the northbound off ramp to SR 320 (East Brainerd Rd. ):  Work continues on this project.  During this report period, the contractor will jack and bore across East Brainerd Road to stretch the rigid conduits necessary for the project. Jack and bore is the laying of steel casing under roadways or other inaccessible areas for the installation of underground utilities, in this case the cables for the traffic signal.  The contractor will also have a daytime eastbound right lane closure on E. Brainerd Road from 8AM-4PM in order to dig out the shoulder and replace the concrete.  Flaggers will be on site to help with traffic control.  At least one travel lane will remain open to traffic at all times. Estimated project completion date is May 2013. 

HAMILTON COUNTY, U.S. 27 (SR-29) reconstruction project from Manufacturers Road (Olgiati Bridge over the Tennessee River) to U.S. 127 (SR-8, Signal Mountain Boulevard):  Weather permitting, the contractor will have lane closures throughout the project area on weeknights from 7PM to 6AM to perform road work.  They will also be working on retaining walls and bridges throughout the project area.  The Manufacturers Road entrance ramp onto US 27 North has been closed until spring 2013 to allow for construction of several retaining walls and portions of new bridges.  Detours are posted.  The Manning Street entrance ramp to U.S. 27 North and the Manning Street and Whitehall Road exit ramps from U.S. 27 North have been permanently closed.  All work is weather permitting.  Should inclement weather prevent work from being performed, it will be rescheduled to take place at the earliest possible time.  During nighttime work, at least one lane will remain open in each direction.  THP will assist with traffic control on the project as necessary.  Estimated project completion date is December 2014. 
HAMILTON COUNTY, Shallowford Road widening project from Gunbarrel Road to Jenkins Road, including grading drainage, and paving: The contractor will be laying pipe across the roadway at several locations.  This work will be performed during the day on weekdays only.  Flaggers will be in place to assist with traffic control.  Estimated project completion date is September 2013. 

JACKSON COUNTY, SR-262 bridge repair over Cumberland River (LM 7.56):  Work continues on this project.  Temporary traffic signals have been activated, and the bridge is down to one lane and controlled by the signals for the duration of the project.  Estimated project completion date is May 2014. 

MARION COUNTY, I-24 resurfacing from east of Big Fiery Gizzard Creek (MM 146) to U.S. 72/SR-27 (MM 152) :  During this report period, the contractor will begin work on this project.  Any work requiring lane closures is limited to Sunday through Thursday nights between 9PM - 6AM.  THP will be present to assist with traffic control on the project as necessary.  Estimated project completion is June 2013. 
MARION COUNTY, I-24 at Exit 152 construction of a concrete Bulb-Tee beam bridge on U.S. 72 (SR-27) including grading, drainage, and paving:  The project is complete pending final inspection.  Estimated project completion date is April 2013. 

MARION COUNTY, U.S. 41 (U.S. 64, U.S. 72, SR-2) replacement of the truss bridge over the Tennessee River at Nickajack Lake (LM 21.14) with a multi-span steel plate girder bridge:  The truss bridge is now closed to all through traffic until the new adjacent bridge currently under construction is completed.  A detour route that adds an additional 1.5 miles to the current route is posted.  Estimated project completion date is February 2014. 

MCMINN COUNTY, SR-30 widening project, including grading, drainage, paving, construction of a concrete box beam bridge and a retaining wall, including signal installation, from Athens City Limits to east of County Road 609:  Traffic has been relocated to the new alignment through the entire project.  The speed limit for SR-30 is posted at 45 MPH.  Flaggers will assist with traffic control as needed.  Please beware of the traffic light on SR-30 at Piney Grove Road.  Estimated project completion is May 2013. 

MCMINN COUNTY, SR-30 widening project, including grading, drainage, paving, construction of a concrete box beam bridge and retaining wall from County Road 609 to the 4-lane section in Etowah:  The contractor is moving utilities on this phase of the project.  There may be temporary lane shifts and shoulder work.  County Road 607 is currently closed, and a marked detour is in place.  Flaggers will assist with traffic control as needed.  Estimated project completion is November 2014. 

MEIGS COUNTY, SR-30 relocation beginning east of the Tennessee River to west of SR-58:  Work continues on this project.  Traffic will not be affected at this time.   Flaggers will assist with traffic control as needed.  Estimated project completion is October 2013. 

OVERTON COUNTY, SR-84 construction of two concrete Bulb-Tee beam bridges, including grading, drainage and paving beginning near existing SR-85 (Windle Road) to SR-84:  The operation to construct a new bridge is currently underway.  The contractor periodically will have traffic down to one lane.  One of the main line traffic lanes will be closed by the use of barrels during this time.  A flagging operation is being used to navigate traffic through the project.  Estimated project completion date is September 2013. 

POLK COUNTY, U.S. 411 (SR-33) grading, drainage, construction of three concrete Bulb-Tee beam bridges, and paving beginning at the Benton City Limits and extending to SR-30:  (Recovery Act Project)  Work continues on this project.  The contractor has implemented a lane shift north of Benton in front of Benton Shooter’s Supply.  Estimated project completion date is May 2013. 

POLK COUNTY, resurfacing on a total of 3.22 miles of U.S. 64 and U.S 411 at the following locations:
U.S. 64 (SR-40) resurfacing from east of Hildabrand Road (LM 2.92) to west of SR-314 (LM 4.72);
U.S 411 (SR-33) resurfacing from north of Bishop Lane (LM 14.65) to Lifestyle Way (LM 16.07), including bridge deck repair:  The contractor has begun work on this project.  Work on this project will be done during daylight hours, and the contractor will have temporary lane closures as he conducts milling and paving operations.  The contractor plans to begin on U.S. 64 (SR-40) from east of Hildabrand Road to west of SR-314.  Weather permitting; the contractor will start milling up the old asphalt on Monday, April 8.  This will impact the traffic at the Ocoee River Bridge, and there could be extended time delays while the milling machine and paver are on the bridge.  After the milling has been completed on U.S. 64, the contractor plans to begin work on U.S 411 (SR-33) from north of Bishop Lane to Lifestyle Way.  This portion of the project includes a bridge deck repair to the bridge over Four Mile creek in Benton.  During temporary lane closures, the contractor will use flaggers to maneuver motorists through the project.  Estimated project completion is July 2013. 

PUTNAM COUNTY, I-40 resurfacing from east of SR-56 (Exit 273) to east of SR-56 (Exit 280), including bridge deck repair:  Work has begun on this project.  This is a nighttime project and will be a continuous operation taking place on both eastbound and westbound I 40 simultaneously.  During this project, the contractor will have lane closures throughout the project area on weeknights to perform road work on Sunday through Thursday between the hours of 7PM-5AM.  The only exception will be for bridge deck repair.  To perform bridge repair work only, a maximum of six (6) weekend closures from 7PM Friday to 5AM Monday will be allowed.  As the project progresses, lane shifts will be altered throughout the project to allow shoulder work to be performed, and the contractor could have temporary lane closures.  In the event of a temporary lane closure, the contractor will use flaggers to maneuver motorists through the project during daylight hours.  THP will be present to assist with traffic control on the project as necessary.  Estimated project completion is August 2013.

PUTNAM COUNTY, SR-135 at Ditty Road (LM 4.02) intersection improvement including grading, drainage and paving:  Work continues on this project.  As the project progresses, lane shifts will be altered throughout the project to allow shoulder work to be performed.  Weather permitting; the contractor could have temporary lane closures.  In the event of a temporary lane closure, the contractor will use flaggers to maneuver motorists through the project during daylight hours.  Estimated project completion is August 2013. 

RHEA and MEIGS COUNTIES, SR-30 bridge repair over Tennessee River (LM 17.26):  Work continues on this project.  Temporary traffic signals have been activated, and the bridge is down to one lane and controlled by the signals for the duration of the project.  Estimated project completion date is April 2013. 

VAN BUREN COUNTY, SR-111 bridge construction of welded steel plate girder bridge from south of SR-30 to south of Manus Road, including grading, and paving:  The contractor continues work on this project.  Estimated project completion date is April 2013.
