Department of Health Names New Director of Health Care Facilities

Vincent L. Davis has been appointed director of the Division of Health Care Facilities for the Tennessee Department of Health.

“Vincent is an accomplished healthcare management professional, and is ideally suited for this position,” said Susan R. Cooper, MSN, RN, Commissioner of Health. “I am confident the Department will benefit from his expertise and leadership.”
As director of the Division of Health Care Facilities, Davis is responsible for the oversight of all health care facilities licensed by the Department of Health. This includes an extensive surveying program for state licensure, and as the State Survey Agency for the Centers for Medicare and Medicaid Services to determine if state and federal requirements for patient care, life safety and conditions of participation in the Medicare/Medicaid system are met. Davis is the liaison to CMS in all matters involving surveys of health care facilities.

Davis supervises employees in three regional offices as well as the central office located in Nashville. He oversees the operations of and provides administrative support to the Board for Licensing Health Care Facilities. He works closely with the Assistant Commissioner and the Office of General Counsel in rulemaking and legislation and in ensuring compliance with all applicable state and federal laws and rules. Davis is also responsible for the development of the annual budget for the Division, much of which is federally funded.

Davis comes to the Department of Health after serving as a healthcare management consultant for companies including VACO Resources, LLC; The Hardenbergh Group, LLC; and Renal Advantage, Inc. He has also served as administrative manager for medical staff affairs at Vanderbilt University Medical Center, and in a variety of positions including administrator of medical staff for the Presbyterian Hospital/Columbia Presbyterian Medical Center in New York. Davis received his Master of Public Health degree from Columbia University, and his Bachelor’s degree from Fordham University.
