Captive Risk Retention Group Annual and Quarterly Statement Filing
Filing Instructions:
In the past, the information for the financial statement filings for the Tennessee-Domestic Risk Retention Group (“RRG”) was located on the Tennessee Department of Commerce and Insurance Website within the Captive Section. Please be advised that an enhancement has been made to the Website, and the information relating to the RRG was moved to a different section of the Department’s Website for clarity and efficiency. Now the filing information for the RRGs can be found at https://www.tn.gov/commerce/. Under the navigational menu Licensing & Regulations select Insurance Division and then please look for Company Resources section. Select Company Licensing Forms & Applications; or go directly to https://www.tn.gov/commerce/insurance/company-resources/company-licensing-forms-applications.html.
Below is the summary of changes and clarification relating to the filings for the RRGs.
2025 Annual Statement Form
1. Please use the Property and Casualty Annual Statement Checklist currently located at https://www.tn.gov/commerce/insurance/types-of-insurance-companies/property-casualty.html. This Annual Statement Checklist contains the list of required filings and the deadlines.
2025 Premium Tax and Fee Filings

2. The Department no longer utilizes CORE for the RRGs. As mentioned in Notes C, D, and E within the Filing Checklist, OPTins is being utilized for the RRGs effective immediately. Please ensure to follow the instructions within the note to the account setup as soon as possible to avoid any interruption when it is time for your premium tax or fee filings.
3. Pursuant to Tenn. Code Ann. § 56-4-101(a)(4), the Annual Statement Filing Fee of five hundred fifteen dollars ($515.00) must be received by March 1, 2026. This fee should be submitted through OPTins.
4. The premium tax filing is due on March 15 and must be filed through OPTins.
Distribution or Dividend Request
5. Insurance Bulletin 17-03, Electronic Reporting of Dividends, dated 12/31/17, requires all dividend or distribution requests to be submitted electronically via NoticeTo.TDCI@tn.gov.
6. The Dividends and Distributions Request Form for the RRG is now available at https://www.tn.gov/commerce/insurance/company-resources/company-licensing-forms-applications.html.
Others
7. All forms currently listed on the Captive Section’s Website are not applicable to RRGs, including the biographical affidavits, custodial agreements, dividend request forms, etc.
