Veteran Attorney Joins TDCI’s Team as New General Counsel
NASHVILLE – The Tennessee Department of Commerce & Insurance (TDCI) announces the appointment of veteran attorney Rebekah Parkhurst as General Counsel for the Department.
As TDCI’s General Counsel, Ms. Parkhurst serves as chief legal advisor for the Department and is responsible for overseeing legal services to all the Department’s divisions along with a dedicated team of attorneys, paralegals, and administrative staff.
“With nearly two decades of experience in public sector law, litigation management, and regulatory compliance, Rebekah has demonstrated a track record of leadership that I know will benefit our department and, in turn, all Tennesseans,” said TDCI Commissioner Carter Lawrence. “Throughout her career, Rebekah has consistently demonstrated a strong work ethic, intelligence, and an ethical approach that will help us fulfill our mission of protecting Tennesseans and empowering professionals.”
TDCI is the state agency responsible for protecting Tennesseans through balanced oversight of fire safety, the insurance and securities industries, and a variety of regulated professions while enhancing consumer advocacy, education, and public safety.
Prior to joining the Department as its General Counsel, Mrs. Parkhurst served in various roles with Tennessee State Government beginning in 2005, including serving as law clerk at the Tennessee Supreme Court, an Assistant Attorney General, and Deputy General Counsel with the Department of Human Services. In these different roles, she was recognized for managing complex, high-profile cases and serving as a trusted advisor to senior leadership.

Ms. Parkhurst earned her law degree from Appalachian School of Law and her bachelor’s degree from Marshall University.
Ms. Parkhurst joined the Department after the departure of Michael Driver as TDCI General Counsel in December 2025.
