TDCI Announces Three Promotions for Department Leaders

Bill Huddleston has been promoted to Deputy Commissioner overseeing the Department’s Insurance, Regulatory Boards, Securities, and TennCare Oversight divisions. Since 2021, Mr. Huddleston has served as the Assistant Commissioner of TDCI's Insurance Division. He has worked in a variety of roles since joining the Department in 2014 including Financial Director and Policy Advisor for the Insurance Division and as Fiscal Director for the Regulatory Boards Division where he supervised the division’s audit team. A certified public accountant, Mr. Huddleston’s career in Tennessee State Government began when he served as a legislative auditor with the Tennessee Comptroller of the Treasury’s Office. In 2017, he was a recipient of a Governor’s Excellence in Service Award for his leadership in the Division of Regulatory Boards. A Nashville resident, Mr. Huddleston is a graduate of Lipscomb University in Nashville as well as Harding University. He and his family live in Nashville. 

Keith Boring has been promoted to Deputy Commissioner overseeing the Department’s Operating and Administrative functions, as well as External Affairs. He joined the Department in 2023 as Assistant Commissioner for External Affairs. Mr. Boring has nearly 20 years’ experience in Tennessee State Government, beginning in 2007 as a Legislative Research Analyst in the Tennessee Comptroller of the Treasury’s Office. He joined the Secretary of State’s Office in 2013, rising to the role of Deputy Chief of Staff. In 2019, he joined the Department of Finance and Administration, where he advised the commissioner on myriad issues, as his responsibilities included legislative oversight and development of policy initiatives. A graduate of the University of Tennessee (Knoxville), Mr. Boring and his family live in Franklin. 

Scott McAnally has been promoted to Assistant Commissioner of the Department’s Insurance Division. Since 2021, Mr. McAnally has served as Director of Insurance. As part of that role, McAnally helped implement the Pharmacy Benefits Management (PBM) reform legislation that was passed by the Tennessee General Assembly and is the basis for the Department’s PBM regulation program. Before joining the Department, Mr. McAnally began his career in Tennessee State Government in 2011 in the Department of Finance and Administration’s Bureau of TennCare as a Statistical Research Specialist. By 2019, he had risen to the role of Legislative Affairs Director for Benefits Administration in that department. He is a graduate of the University of Georgia where he earned a Master of Public Administration degree as well as a graduate of Middle Tennessee State University. He and his family live in Nashville.
