Transportation projects are developed in four phases: Planning and Environmental, Design, Right-of-Way and Construction. The proposed State Route 109 (Portland Bypass) is currently in the Right-of-Way phase of the process. The following is a reflection of various aspects of the project that have been completed.

An Environmental Assessment (EA) was prepared and a Finding of No Significant Impact (FONSI) was issued for the proposed project as part of the required National Environmental Policy Act (NEPA) process. Both documents were approved by FHWA and are available to view and/or download in the links provided below.

Due to the significant cost estimate to appraise and acquire Right of Way within the project limits, the proposed improvements will be separated into two smaller sections or phases -- the Northern Segment and the Southern Segment. The anticipated timeline for each segment is as follows.
