State Route 109 Portland Bypass

Transportation projects are developed in four phases: Planning and Environmental, Design, Right-of-Way and Construction. The proposed State Route 109 (Portland Bypass) is currently in the Design phase of the process.  The following is a reflection of various aspects of these phases as they have occurred or will occur for the project.

Finding of No Significant Impact (FONSI) Approved July 2017
Design Public Meeting August 2019
Right-of-Way Appraisal/Acquistion
Forecasted to be Funded in 2021

An Environmental Assessment (EA) was prepared  and a Finding of No Significant Impact (FONSI) was issued for the proposed project as part of the required National Environmental Policy Act (NEPA) process. Both documents were approved by FHWA and are available to view and/or download in the links provided below.
