Timeline
Transportation projects are developed in four phases: Planning and Environmental, Design, Right-of-Way and Construction. Proposed improvements to State Route 63 consist of four roadway projects. Below is a reflection of each project phase as they have occurred or will occur for each section of SR 63.

To date, the contractor has been able to complete a majority of the Phase 1 work including grading, drainage, box culverts, utilities, and paving. In addition to this work the contractor has also completed a majority of phase 2 grade work, base stone, storm drainage, and side roads. For the foreseeable future, the contractor intends to continue fine grading, and phase 2 base paving.
June 21, 2023
Weather permitting, the contractor for the SR 63 widening project intends to reopen both McCarty and Locust Roads later this week. Upon completion of these side roads, the contractor will proceed forward with constructing both Middleboro and Glade Springs Road. The contractor intends to begin construction on Tuesday, June 27th. In doing so, the contractor will need to temporarily close these side roads to complete this work. A closure at this location is necessary to allow the contractor to perform grade work as well as pave the side roads. Traffic will be temporarily detoured to the nearby side streets while this work is taking place. It is anticipated these closures will last approximately 2 weeks but will be dependent upon weather and subsurface conditions.

The contractor will open Middlesboro Road by this upcoming Friday, June 2. Upon completion of this side road the contractor will proceed forward with constructing both McCarty and Locust Road. The contractor continues the process of constructing side roads. Weather permitting, the contractor intends to begin constructing Shetland Road on Thursday, May 11. In order to do so, the contractor will need to temporarily close this side road to complete this work. A closure at this location is necessary to allow the contractor to grade and pave this road. Traffic will be temporarily detoured to the nearby side street Middlesboro Road while this work is taking place. It is anticipated this closure will last approximately 2 weeks but will be dependent upon weather and subsurface conditions.

To date, the contractor has been able to complete a majority of the Phase 1 work including grading, drainage, box culverts, utilities, and paving. In addition to this work the contractor has also completed a majority of phase 2 grade work and storm drainage. For the foreseeable future, the contractor intends to continue fine grading and installation of base stone as well as continuing the phase 2 grade work.

Update: Due to rain in the forecast, the closing of Middlesboro Road has been rescheduled to start on Monday, May 1.
April 21, 2023
The contractor will be constructing the side road tie-ins to SR 63 starting Thursday, April 27. In order to do so, the contractor will need to temporarily close the side roads to complete this work. Closures are necessary to allow the contractor to grade and pave each of the side roads to the south of SR 63. The contractor intends to only close one side road at a time and will make continuous progress to complete this work after the road has been closed. Traffic will be detoured to other side streets while the road is temporarily closed for construction. It is anticipated each of these closures will last approximately 2 weeks but will be dependent upon weather and subsurface conditions. The first location the contractor intends to begin working will be Middlesboro Road. Traffic will be detoured to the other intersection of Middlesboro Road and SR 63.
April 10, 2023
The contractor intends to shift traffic onto the new alignment of Old Middlesboro Road on Tuesday, April 11. This work will alter the location of the intersection of SR-63 and Old Middlesboro Road several hundred feet in the direction of Harrogate. Access to the current
intersection of Old Middlesboro Road will be eliminated and all traffic will be routed to the new intersection after this work has been completed.

To date, the contractor has been able to complete a majority of the Phase 1 work including grading, drainage, box culverts, utilities, and paving. In addition to this work the contractor has also completed a majority of Phase 2 grade work and storm drainage. For the foreseeable future, the contractor intends to continue fine grading and installation of base stone, Pave A Mix as well as continuing the phase 2 grade work.

To date, the contractor has been able to complete a majority of the Phase 1 work, including grading, drainage, box culverts, utilities, and paving. In addition to this work the contractor has also completed a significant amount of Phase 2 grade work and storm drainage. For the foreseeable future, the contractor intends to continue fine grading and installation of base stone as well as continuing the Phase 2 grade work.

To date, the contractor has been able to complete a majority of the phase 1 work including the utility relocations, culvert extensions, grade work, and phase 1 base paving. Currently, the contractor is working to continue box culvert extensions for phase 2 grading where possible. The contractor will continue working on box culvert extensions, phase 2 grading, as well as performing paving operations across the original lanes.

The contractor has been able to complete a majority of the phase 1 work including the utility relocations, culvert extensions, and gradework. The contractor is working to continue box culvert extensions as well as continuing the paving the phase 1 BM Course. It is intended to construct side roads and will continue the phase 2 grading as locations are available.

The contractor has been able to complete a majority of the phase 1 work including the utility relocations, culvert extensions, and grading. The contractor is working to perform remedial work on the box culvert extensions as well begin constructing signal pole foundations. They intend to begin working on the side roads and will be detouring traffic around these roads in the near future as well as continuing phase 2 grading in locations available.

The contractor has been able to start the pipe and box culvert extensions as well as complete a substantial portion of the water and sewer relocations. The contractor has completed the majority of grading and stabilization for the phase 1 work and has started some grade work for phase 2. The contractor has almost completed the process of installing base stone, paving base course of asphalt, and is beginning box culvert repairs on Phase 1.

The contractor has also completed a significant amount of grading and stabilization for the phase 1 work and has started some grade work for phase 2. Installation of base stone continues, along with paving base course of asphalt, and beginning box culvert repairs.

For the foreseeable future, the contractor intends to continue the LaFollette Utility Board’s water and sewer relocations, begin grading activities, as well as make modifications to the existing traffic control measures.

For the foreseeable future, the contractor intends to begin the phase 2 box culvert extensions, continue the water and sewer relocations, and begin grading operations if weather permits.
December 7, 2020
To date, the contractor has implemented the first phase of traffic control, which involved shifting traffic approximately 9 feet to the right of Centerline. In doing so, the contractor has completed clearing and grubbing operations, started construction of the box culvert extensions and has started relocating utilities. For the foreseeable future, the contractor plans to continue box culvert extensions, as well as the LaFollette Utility Board water and sewer relocations.
November 10, 2020
To date, the contractor has been able to erect construction signs, clear and grub phase 1 and phase 2 work, as well as begin the process of installing erosion prevention and sediment control measures. For the foreseeable future, the contractor intends to install the first phase of traffic control, continue construction of the box culverts, and begin AT&T and LaFollette Utility Board relocations.

To date, the contractor has been able to erect construction signs, clear and grub approximately 5,000’ of the project, and began the process of installing erosion prevention and sedi-ment control measures. For the foreseeable future, the contractor intends to continue clearing and grubbing operations as well as installing erosion prevention and sediment control devices.

This project consists of the grading, drainage, guardrail, and paving a five mile section of SR-63, General Carl W. Stiner Hwy, in Campbell County from Myers Lane to Woodson Lane.
The contractor has submitted their initial project schedule to the Department. Construction signs have been staked and installed. The contractor intends to begin work on box culvert extensions, grading for utilities and clearing activities.
