State Route 71 (US 441) Chapman Highway Improvements

Knox, Blount, and Sevier Counties

A safety project is starting the week of July 25 at the intersection of SR-35 (Chapman Highway) and Pleasant Hill Road in Sevier County.  TDOT Maintenance crews will be installing turn lanes at the intersection.  Also, they will be working on the closure of a median crossover at Panther Creek Road.  More details can be found here:  SR-35 (Chapman Highway) with Pleasant Hill Road Intersection Improvements

Timeline

Transportation projects are developed in four phases: Planning and Environmental, Design, Right-of-Way and Construction. Proposed improvements to State Route 71 (US 441/Chapman Highway) consist of six roadway projects.  The status of each project is listed below.

February 27, 2023

Vegetation coverage is close to completion. An appraisal of Tracts 37A, B, BS has been conducted. Once TDOT has possession of the property, work will resume on the shared driveway for these tracts.  

February 7, 2023

Vegetation coverage is close to completion. An appraisal of Tracts 37A, B, BS has been conducted. Property owner does not agree with appraisal. Tracts will likely go into condemnation.  

November 28, 2022

Vegetation coverage is close to completion. An appraisal of Tracts 37A, B, BS has been conducted. Work to compete the driveway connection is pending.

The contractor is completing seeding and matting along the project corridor. Vegetation coverage is close to completion.  All paving and striping is complete.

July 28, 2022

The contractor continues to work on seeding and matting along the project corridor. Vegetation coverage is close to completion. The contractor has completed the mainline as well as Macon Lane.

May 5, 2021

Work on Wall #1 on Chapman Highway near Tennessee State Bank has been completed. The contractor is currently installing a sidewalk along the project corridor. Paving operations for the newly widened section will start soon on top of Ford Hill. The contractor is maintaining EPSC measures along the project to maintain erosion control.

March 11, 2021

Work on Wall #1 continues on Chapman Highway near Tennessee State Bank. The contractor is currently installing headwalls across the project. The contractor is compacting base stone on top of Ford Hill. Maintaining EPSC measures along the project to maintain erosion control.  

February 9, 2021

Work on Wall #1 continues on Chapman Highway near Tennessee State Bank.  The contractor also paved through binder on the side roads along the project. The contractor is currently place stone to bring the newly widen section on Ford Hill to subgrade. Maintaining EPSC measures along the project to maintain erosion control.

December 7, 2020

Wall #1 is currently being constructed on the eastbound side of Chapman Highway near Macon Lane. The contractor recently switched traffic along the project for the construction of wall #1. Grading operations are taking place on West Macon Road. Maintaining EPSC measures along the project to maintain erosion control.

November 10, 2020

The box culvert extension at Wendy's is complete.  The contractor is currently paving Chapman Highway and getting it ready for the new alignment. AT&T is working to remove and transfer their existing overhead utilies to the new pole locations.  Crews are maintaining EPSC measures along the project to maintain erosion control.

October 7, 2020

The relocation of the water, gas and sewer utilities along West Macon Lane are complete. The contractor is working on installing the new storm drainage system along each side of the road, as well as the box culvert extension at Macon Lane. AT&T is working to remove and transfer their existing overhead utilities to the new pole locations. Maintaining EPSC measures along the project to maintain erosion control.

This project is currently in the planning phase of the process with the development of the planning document underway. After completion, anticipated timelines for remaining project developement phases will be determined.
