Transportation projects are developed in four phases: Planning and Environmental, Design, Right-of-Way and Construction. Proposed improvements to State Route 115 (US 129/Alcoa Highway), from south of Maloney Road to Woodson Drive, are currently under construction.

September 22, 2021

Proposed widening on the south end for the tie-in to the adjacent project. Overhead lighting install on the north end from Bridge 3 to EOP. Traffic shift to inside lanes and construction of outside median barrier walls. Installation of controlled access fence in various locations. Final dressing in various locations. Installation of final signs and striping along project.

August 13, 2021

Upcoming activities include the proposed widening on the south end for the tie-in to the adjacent project. Overhead lighting install on the north end from Bridge 3 to EOP. Surface paving of the inside lanes. Traffic shift to inside lanes and construction of outside median barrier walls. Installation of controlled access fence in various locations. Final dressing in various locations. Installation of final signs and striping along project.  

July 20, 2021

Current activities include the proposed widening on the south end for the tie-in to the adjacent project is ongoing. Overhead lighting is being installed on the north end from Bridge 3 to EOP. Multiple traffic shifts are upcoming to allow for crews to slip-form median barrier walls. Paving operations are underway on the north end of the project. Installation of controlled access fence in various locations and installation of final signage along the project. Final paving is taking place throughout the project.

July 2, 2021

Motorists traveling in Knox County should be aware of upcoming traffic changes along Alcoa Highway in Knox County. Beginning on Thursday, July 8, the southbound ramp on Alcoa Highway to Montlake Drive will be opened. This will allow motorists direct access to the round-a-bout at Montlake Drive. Motorists will also be able to access Quiet Side Lane (previously Montlake Court), Woodson Drive, Barber Hill Drive, and Mt. Vernon Drive, as well as businesses along Alcoa Highway northbound.

This schedule is contingent on favorable weather conditions.  Motorists are advised to use extreme caution in this area as workers will be present.   

June 5, 2021

Crews continue the proposed widening on the South end of the project for the tie-in to the adjacent project.· Overhead lighting is being installed on the North end of the project near Bridge 3 and Montlake Court. Grading work continues along the center of the proposed mainline from South end of Wall 8 to Bridge 1. Slip forming proposed median barrier walls along the mainline collectors and the center of the mainline. Construction of Ramp A is ongoing. Crews continue fill and grading in this area, as well as construction of greenway and median barrier divider. Additional clearing and grubbing between Wall 9 and Montlake Ramp.

 May 5, 2021

Crews have begun construction of Ramp A at Montlake starting with utilities and fill operations. Crews continue fill operations at the proposed Montlake Court. Crews are installing the proposed controlled access fence where areas are available. Crews continue the proposed widening on the South end of the project. Stansell Electric is setting light poles at various locations as they become available. Utilities continue work from the North end of the project to Montlake Drive. They are currently placing the proposed water line.

February 9, 2021

Crews have poured median barrier wall from Bridge 1 to just north of Bridge 2 and will continue those activities. The UT Farms driveway has been undercut and backfilled with A-3 riprap and 57s. The driveway will be paved soon.  Crews have begun construction of Ramp A at Montlake starting with utilities and fill operations of Montlake Court. Northbound traffic has been shifted to the east and crews have begun constructing the proposed storm in the median on the North end of the project. Crews are currently onsite applying texture finish to the completed walls and bridges.  Stansell Electric setting lightpoles at various locations as they become available.

December 7, 2020

Crews have poured median barrier wall from Bridge 1 to just north of Bridge 2 and will continue. Crews have completed construction of Wall 8 including texture coating and anti-graffiti.  AT&T plans to move their overhead lines and poles soon which will open up the mainline for the north end to be paved completely. Stansell Electric continues work on setting light poles and running conduit along Collector 6. Construction of the UT Farms driveway is ongoing. The greenway has been paved. Collector 3, collector 6, Montlake round-a-bout, ramp B, Bridge 2 and Bridge 3 have all been opened to the public. Crews will now begin construction of Ramp A at Montlake. Crews will begin fill and grading activities at the existing Barber Hill Road.

December 1, 2020

Beginning on Wednesday, December 2, access from both Barber Hill Road and Montlake Court to Alcoa Highway will be closed permanently.

New traffic patterns are as follows:

Montlake Drive traffic to Alcoa Highway northbound: Will travel east around the round-a-bout at Montlake Court, cross the bridge, turn left onto Collector 3, turn left onto Woodson Drive and then turn right onto Alcoa Highway northbound.  

Montlake Drive traffic to Alcoa Highway southbound: Will travel south at the round-a-bout at Montlake Court, follow along Collector 6 (at the base of the large wall) and the turn right onto Alcoa Highway southbound at the stop sign.  

Barber Hill traffic to Alcoa Highway northbound: Turn right onto Collector 3, turn left onto Woodson Drive and then turn right onto Alcoa Highway northbound.

Barber Hill traffic to Alcoa Highway southbound: Will travel across the bridge, turn left onto Collector 6, and turn right onto Alcoa Highway souhtbound at the stop sign.

Alcoa Highway southbound to Montlake Drive: Turn right onto Maloney Road, turn left at the round-a-bout and go east across the bridge, go left around the round-a-bout and turn right onto Alcoa Highway southbound, turn right onto Collector 5 (side road the runs by National Fitness Center and the Health Factory), turn left and cross the bridge, turn right onto Collector 6, and turn left at the round-a-bout to Montlake Drive.

Alcoa Highway northbound to Montlake Drive: Turn right onto Collector 5 (side road the runs by National Fitness Center and the Health Factory), turn left and cross the bridge, turn right onto Collector 6, and turn left at the round-a-bout to Montlake Drive.

Alcoa Highway northbound to Barber Hill: Turn right onto Woodson Drive, turn right onto Collector 3, turn left onto Barber Hill.

Alcoa Highway southbound to Barber Hill: Turn right onto Maloney Road, turn left at the round-a-bout and go east across the bridge, go left around the round-a-bout and turn right onto Alcoa Highway northbound, turn right onto Woodson Drive, turn right onto Collector 3, turn left onto Barber Hill.

November 10, 2020

Crews have poured median barrier wall from Bridge 1 to just north of Bridge 2 and will continue doing so. Crews have completed construction of Wall 8 and are now texture coating the wall. AT&T plans to move their overhead lines and poles soon, which will open up the mainline for the north end to be paved completely. Stansell Electric continues work on setting light poles and running conduit along Collector 6. Paving along Montlake Drive, Barber Hill and Collector 3 continues. Construction of the UT Farms driveway is ongoing.  Guardrail installation is taking place at Collector 6, Collector 3, Ramp A and Bridge 3. Construction of Glare Screen Wall along Collector 3 is ongoing, as is construction of pea gravel driveway for Tract 52. Grading work of greenway is taking place in preparation for paving.

October 7, 2020

Crews continue to begin construction of the the median barrier wall soon. Crews have completed construction of Wall 8.  Crews are installing curb, gutter and sidewalk throughout the North end of the job. AT&T plans to move their overhead lines and poles soon, which will open up the mainline for the North end to be paved completely. Stansell Electric continues to work on setting light poles. Construction of the UT Farms driveway continues.

September 10, 2020

Crews continue to pave along the mainline in preparation to construct the median barrier wall. Crews are finishing up the construction of Wall 8 by completing the barrier wall that runs along the base of Wall 8. Crews are installing curb and gutter throughout the North end of the project. KUB is working on moving lines and poles as space allows.  Stansell Electric continues work on settling light poles. Construction of the UT Farms driveway is ongoing.

May 16, 2020

On Tuesday, May 19, construction crews are planning to repave Montlake Drive from Alcoa Highway to Craghead Lane in Knoxville. This will take a couple of hours between 9am and 3pm. This work will be completed under a flagging operation. We are doing this work to repair the asphalt where construction trucks use this stretch as a construction entrance. This work is weather permitting.

April 29, 2020

Crews have completed work on Wall #5 that runs along the Collector #5 in front of National Fitness Center and the Health Factory. Crews plan to pave and open Collector #5 and Mt. Vernon in the upcoming weeks. Bridge #2 only lacks sidewalk and the safety railing. Crews will begin placing the texture coating finish on three bridges in the upcoming weeks. This work will be conducted at night. The contractor continues work on the wall along the west side of Alcoa Highway. Crews continue to excavate and grade for the proposed collector road along the face of Wall #8. Crews continue to place fill and grade at Collector #3. All tie back anchors for the wall have been completed. Crews have begun pouring the concrete facing of the wall. Utility work is also going on at various locations around the project. Delays can be expected betwen 8pm and 5am along Alcoa Highway as crews work on various items. 

February 20, 2020

Crews continue to work on Wall #5 that runs along the Collector #5 in front of National Fitness Center and the Health Factory. This wall should be completed soon. Crews also continue to lay pipe at various locations on Alcoa Hwy. The Bridge #2 deck has been poured and completed. Crews will begin placing the texture coating finish on three bridges in the upcoming weeks. This work will be conducted at night. The contractor continues work on the wall along the west side of Alcoa Highway. Crews continue to excavate and grade for the proposed collector road along the face of Wall #8. As crews excavate in this area, they are hauling material across Bridge #3 to place fill at Collector #3. All tie back anchors for the wall have been completed. Crews have begun pouring the concrete facing of the wall. Crews will also be doing work to various commercial and residential driveway tie-ins in the upcoming weeks. Residents and business owners will be notified before any work affecting entrances and exits will be conducted.

Delays can be expected from 8pm to 5am along Alcoa Highway for the next couple of weeks. The contractor will be applying a texture coat finish to the three bridges. This will be done at night.

October 29, 2019

Contract crews continue to work on Retaining Wall #8, between Barber Hill Lane and Mt Vernon Drive, which is critical to the project. Beams have been set for Bridge #2 at Mt Vernon Drive. Collector #5, near the fitness center and shopping strip, continues to progress. A portion of the greenway near Collector #2 is also under construction. Storm drain installation and utility relocation are ongoing.

Construction has started on the shared-use path connecting Maloney Road Park on Ginn Drive to Alcoa Highway, south of Maloney Road, at the UT Farm Entrance. The path is scheduled in conjunction with the Alcoa Highway widening project and is a sub-segment of the larger Knox-Blount Greenway. Construction is being managed by the Knox County c/o PBA-Property Development.

April 23, 2019

Roundabouts #1 and #2 are installed and open to traffic. New alignments for Collector #1, Dresser Road, South Circle, and East/West Ginn are complete. Work is underway on fill, grading, and curb and gutter along Collector #5 near Mt Vernon Drive.

Bridge #1 is expected to be open to vehicular traffic in the next two weeks. The column for Bridge #2 is under construction. All concrete beams for Bridge #3 have been set.

Retaining Walls #1, 2, 3, 4, 6, 9, and 10 are complete. Retaining wall #8, which is critical to the project, is under construction. All piles have been installed, with wood lagging installation and forming and pouring the concrete face underway.

All proposed sewer is installed.

September 11, 2017

Contract crews have begun to cut and fill between Barber Hill Lane and Mt Vernon Drive. Construction of Retaining Wall #8 is underway, as well as storm drain installation and utility relocation. Work will begin on Collector #1 near Maloney Road this week. Motorists should expect to detours to Ginn Drive.  

May 31, 2017

Grading and filling operations contnue. Materials from the cut area of Retaining Wall #8 are being hauled to the low area, south of Montlake Drive. A haul road is in place for construction activity.

February 7, 2017

The Maloney Road roundabout on the east side of Alcoa Highway is open to traffic. Excavation and fill activities are taking place on both sides of the highway. Materials are being hauled from the cut slopes to fill areas on the east and west side. Drainage structures are being installed near Woodson Drive.
