The Environmental Division has initiated its 2018-2020 Environmental On-Call Consultant Selection. Below you will find some general information regarding the selection and a tentative schedule. For more information or questions, contact TDOT.Env.BusinessServices@tn.gov.

On October 6, 2017 TDOT’s Environmental Division posted an advertisement seeking Letters of Interest from firms interested in proposing for a  five (5) year continuing contract to provide services in one or more of the following ten (10) environmental disciplines:

  • Archaeology
  • Construction QA and Corrective Action
  • Ecology
  • Environmental Permitting
  • Hazardous Materials
  • Historic Preservation
  • Landscape Architecture/Outdoor Advertising
  • Mitigation
  • Preparation of NEPA Documentation
  • Noise & Air Quality

After a review of the "Letters of Interest" submitted within each discipline, firms meeting the minimum requirements will be asked to submit more detailed proposals. Selected firms will receive a letter listing the specific disciplines for proposal submittals.

The elements of each proposal must consist of the following information:

  1. A completed DT-0330 Part II form (click the link for complete instructions and copies of the form)
  2. Detailed answers to the Requests for Supplemental Information (attached to the invitation) 
  3. A completed Conflict of Interest Disclosure Statement for each discipline proposal (see Policy 101-05 Personal  and Organizational Conflicts of Interest Policy link below)
  4. For each sub-consultant required to complete the firm’s project team, a signed statement from each sub-consultant, on the sub-consultant’s own letterhead, confirming the sub-consultant has the staff available and agrees to provide the necessary services for the specific item/task listed on the firm’s DT-0330 Part II form.

***Please note that our process for responding to questions and comments related to the proposal process has changed. To better ensure that all proposers receive consistent and prompt answers to questions and comments, any proposer having questions and comments concerning this process must provide such in writing to the following email address:  TDOT.Env.BusinessServices@tn.gov no later than the written “Questions & Comments Deadline” detailed in the following Schedule of Events.   Please be aware that additional time may be required due to the process for entering the James K. Polk Building.  Photo identification is required and the security desk will need to call the Environmental Division at 615-741-3655 before granting you access to the building.

Submittals must contain the complete proposal and any supporting documentation.  Refer to the chart below for how many hard copies and how many digital copies will be required for submittals in each discipline.  Please only submit for the discipline(s) for which your firm has been invited to submit proposals.  Digital copies must be submitted on either a disc or a USB drive.  Some disciplines below may specify either USB or disc.  If not specified, either medium may be used.  Whether a disc or a USB drive; either must be labeled with Company Name, Discipline and Year.  This same information should be clearly noted on the cover page for each hard copy of your firm’s submittal.
