A.            State Board of Education Vision Statement and Strategic Priorities

First reading of a revised State Board of Education vision statement and strategic priorities.

 B.            List of State Approved Textbooks – Section A (Advanced Manufacturing, Human Services, Information Technology, and Education and Training)

First reading of list of textbooks.  State law requires the State Board of Education to approve a list of textbooks for adoption by school districts.  The Department of Education, on behalf of the State Textbook and Instructional Materials Quality Commission, is presenting the preliminary list of career and technical education textbooks and instructional resources for acceptance by the State Board of Education.  (Advanced Manufacturing, Information Technology, Human Services, and Education & Training)                               

C.            Professional Assessments for Tennessee Educators Policy 5.105

First reading of a policy change that simply adds the middle grades social studies Praxis to list of professional assessments, which was erroneously omitted from the prior item.

A.            Learning Centered Leadership Policy 5.101

Final reading of policy changes that allows applicants from other states to be issued an instructional leader license in Tennessee provided the applicants meet the set of stipulated criteria as outlined in the policy.  There have been changes since first reading.

B.            Educator Licensure Policy 5.502

Final reading of minor revisions to the policy governing educator licensure to offer greater clarity and additional information.  The policy also includes a technical change to the occupational related employment standards section of the policy. There have been changes since first reading.

C.            Teacher Licensure, Emergency Rule 0520-02-03

This item corrects a technical anomaly with the promulgation of a previously approved educator licensure rule (0520-02-03). In order to correct this technical anomaly and to ensure that the rule on teacher licensure is effective before the September 1st implementation date, this emergency rule ensures the rule language is in effect until the permanent rule can be promulgated.

D.            Professional Education Unit and Specialty Area Program Approvals

Final reading of two educator preparation providers (Bethel University and Milligan College) their specialty area programs.

E.            Teacher and Principal Evaluation Policy 5.201

Final reading of evaluation changes for the 2015-16 school year.  If approved, districts will be able to opt in to a PreK-Kindergarten portfolio growth model.  This change clarifies the student survey option and approves two new vendors.  The change also updates the policy to reflect the Tennessee Teaching Evaluation Enhancement Act.

F.            Basic Education Program (BEP) Allocations for Fiscal Year 2015-16

Final reading of BEP allocations for fiscal year 2015-16.

G.           LEA Alternative Salary Schedules

Final reading of alternative salary schedule proposals from Millington, Bartlett, and Lakeland City Schools.

H.            Textbook Substitutions

Final reading of list of revised editions of textbooks and instructional materials that publishers have submitted for state approval to substitute for textbooks/materials on the state approved list.

Final reading of a policy change clarifying the license restoration process. There have been changes since first reading.

Final reading of an amendment to the training requirements for new board members.  There have been no changes since first reading.

L.             Personal Finance Employment Standards, Rule 0520-01-02-.03

This is a technical correction to codify a rule established in 2007 requiring personal finance teachers to complete a state approved training.

M.          Parent/Family Involvement and Community Schools Policy 4.207

 Final reading of a policy change to address community schools legislation passed last year.  There have been no changes since first reading.

N.           Unsafe School Choice Policy 4.202

Final reading of an amendment to update the definition of aggravated assault.  There have been no changes since first reading.

O.           Board Meetings Policy 1.400

Final reading of a policy change regarding reading requirements and the consent agenda.  There have been changes since first reading.

P.            Charter School Appeals Policy 2.500

Final reading of changes to the Charter School Appeal Policy that clarifies the components and the timeline of a charter school appeal to the State Board.  There have been changes since first reading.

Q.           Guidelines for K-12 Instruction on Adoption

Final reading of guidelines on adoptionPublic Chapter 83 requires the State Board of Education, with assistance from the Department of Education, to adopt guidelines for appropriate K-12 instruction on adoption, what adoption is, and the benefits of adoption.  These guidelines must be distributed to LEAs prior to the 2015-16 school year.
