Policy 5.00: Information Systems Management & System Development Life Cycle

REFERENCE:

Tennessee Code Annotated, Section 4-3-5501, effective May 10, 1994.

OBJECTIVES:

Deliver quality systems on time and within budget in a consistent and maintainable manner that conforms to the State’s software and hardware, architectural, and security standards.

SCOPE:

The policy applies to all information system projects regardless of delivery methodology or hosting location.

IMPLEMENTATION:

Department of Finance & Administration, Strategic Technology Solutions (STS)

1.    Provide a defined project management methodology, which will enable consistency in the execution of projects by incorporating standards, procedures, guidelines, and best practices in support of a project management discipline that meets the state’s requirement to deliver quality business application systems and solutions on-time and within budget.

2.    Provide a common process for project status reporting and to facilitate progress, quality and financial reviews.

3.    Provide a secure development life cycle methodology, which will define a detailed framework for ensuring the requirements are identified and the solutions are developed and deployed using a standardized process.

4.    Develop and maintain procedures and work instructions to ensure successful vendor engagements in the acquisition of business application systems or infrastructure.

5.    Provide and train appropriate STS and other state staff in the use of the methodologies and development processes and provide consulting support in the use of those methodologies and development processes.

6.    Provide electronic access to the project management and system development life cycle methodologies.

7.    Provide skilled project managers for each of the agencies’ business solutions needs.

8.    Incorporate the appropriate methodologies in all business solutions projects, regardless of delivery or hosting location.

Agency Management Staff

1.    Train appropriate agency business personnel in the use of the methodologies and development processes.
