How do I apply for a job with the State of Tennessee?

What happens after I submit my application?

For each job you apply, your application will be evaluated to determine whether you meet the minimum qualifications (e.g., education, experience) required for the job. You will be notified of your eligibility within a few weeks following the submission of your application (or approximately one to two weeks after the closing deadline for application). If you meet the minimum qualifications, you will be sent a notice inviting you to participate in the first round interview. If you fail to complete the first round interview, you will not progress in the interview process.

I am in the process of completing my application online and have a problem. Who should I contact for assistance?

You may contact the HR Service Center at 615-741-4841 for assistance between the hours of 8:00 a.m. and 4:30 p.m. (Central time). If you are experiencing a technical problem with the online application program after 4:30 p.m., then you may contact the NEOGOV Applicant help desk at 1-855-524-5627 for assistance until 9:00 p.m. (Central time).

How do I change the email address (or other contact information) associated with my online application account?

Log into your online account (see instructions above) and scroll to the bottom of the page. Click on "My Account". Once the page loads, click "Edit". Change your email address and/or other contact information and click "Save".

I've completed my application and taken the tests. How does the rest of the hiring process work?

The department with the position vacancy is located conducts the job interview, and this is typically held in the county in which the position is located. Costs associated with travel to and from interviews are not reimbursed by the State of Tennessee. Additionally, job offers generally will not include reimbursement of relocation costs.

I received a notification indicating that I did not qualify for a job for which I applied? Can I appeal this decision?

You may contact the HR Service Center at 615-741-4841 and request to speak with the HR Specialist who evaluated your application. This will allow you an opportunity to discuss the qualification requirements and what qualifications the evaluator determined were missing. If you wish to further appeal the evaluation after your conversation with the evaluator, you should submit a written request to the Commissioner of the Department of Human Resources within 15 days.
Please Note: If you failed to submit a full and complete application, and, the evaluator did not have the information necessary to confirm that you met the job qualification requirements, you will not have the option to reapply or submit the missing information if the closing deadline has passed. Please ensure you read all the instructions on the job posting web pages and provide the most complete application possible.

How often should I check the DOHR website to be sure that I do not miss out on an opportunity to apply for a job while it is open?

Our website is updated weekly, every Wednesday, with new postings for open and promotional opportunities.

How do I apply for an Executive Service or Non-Preferred Service job?

The Department of Human Resources does not process applications for Executive Service or Non-Preferred Service jobs. To apply for these jobs, visit Other Opportunities and follow the directions stated by the posting. Several other departments are listed on the website. These sites contain information about jobs that are not applied for through the Department of Human Resources. Please be sure to follow the application instructions provided at each site.

How do I apply for a Non-Competitive job?

The Department of Human Resources does not process applications for most of the jobs classified as "Non-Competitive". To apply for these jobs, you should contact the particular department in which the Non-Competitive position of interest to you is located. To get contact information for the various departments and agencies, you may want to visit the State of Tennessee's agency and department directory page for more information.

May I submit a paper application?

No. Paper applications are not accepted. All applications must be completed online.

What happens when an application is submitted for a job that is closed (i.e., applications are not currently being accepted)?

It is not possible to apply for a job online after the announcement closes.

I received my degree in another country. Am I eligible to apply for State of Tennessee jobs?

For education received from a college or university outside of the United States, an evaluation from an educational service will be required in order to determine equivalency of the curriculum. Please click here for additional information.

Is an email address required to receive position notifications? How will I receive a notification if I do not have an email address?

What is the new evaluation process?

The new evaluation process involves building cases in NEOGOV for automatic evaluation. This is an internal process for the Agency Resource Center.

How will an applicant be evaluated based on cases in NEOGOV?

Cases are a list of questions that are based on the vacancy´s minimum qualifications which the applicant will be required to answer.

Will the same evaluation process be used for open positions and promotional positions?


How does this new evaluation process impact the hiring agency?

The new process increases the potential for an increased number of qualified applicants. In order to assist with the growing number of referred applicants, the Agency Resource Center will be conducting first round interviews for all qualified applicants. This will allow the hiring agency 30 calendar days to focus on the applicant´s KSACs (Knowledge, Skills, Abilities and Competencies) of the vacancy.

What do hiring agencies need to include on the requisition?

Hiring agencies will complete the requisition as previously required. With the new process, however, agencies are now required to include first round interview questions. Requisitions will be returned if there are no first round interview questions.

Are first round interview questions substituting supplemental questions?

Supplemental questions are being renamed to first round interview questions.

Will the Department of Human Resources review first round interview questions for agencies?

The Agency Resource Center will consult with hiring agencies to ensure first round interview questions are compliant with state and federal equal employment opportunity (EEO) laws. For best practice tips, please visit the Equal Employment Opportunity Commission´s website at

What type of questions may the hiring agency use as first round interview questions?

Hiring agencies may ask any question that pertains to the vacancy. Question types may include, but are not limited to behavioral-based questions, competency-based questions, open-ended questions, yes/no questions, and multiple choice questions demonstrating a candidate´s knowledge of the KSACs are encouraged.

Is there a maximum number of first round interview questions allowed?

No, but it is recommended that first round interview questions tie back to the vacancy´s KSACs. Remember, first round interview questions are similar to first round telephone interview questions.

Is there a minimum number of first round interview questions?

Yes. Hiring agencies are required to ask at least one (1) first round interview question.

Are the first round interview questions included with the original job posting on the website?

No. First round interview questions will be sent to all qualified applicants.

Is there a frequently used question chart or item bank to assist hiring agencies in creating first round interview questions?

The Competency Toolkit on DOHR´s website is a tool for hiring agencies. It is located here.

Who evaluates the applicant responses?

The Agency Resource Center does not evaluate the responses provided by the applicant. Hiring agencies will observe DOHR Policy 12-006 for evaluating the education and DOHR Policy 12-066 for verifying information reported on submitted applications. Will NSQ´s (Necessary Special Qualifications) have cases in the new evaluation process?

No. NSQ´s will not have cases; hiring agencies may place NSQ´s as first round interview questions.

Will the new process delay agencies receiving the referred list?

No. The new process is identical to the current business schedule.

Does the Agency Resource Center wait to review applications until after the announcement closes?

Once the announcement closes, all submitted applications are processed simultaneously.

Are agencies required to conduct in-person interviews with all veterans?

Like other applicants, veterans are interviewed during the first round interview process.

When will the hiring agency receive the referred list?

The hiring agency will receive the referred list once candidates have completed the first round interview process.

How many candidates are to be invited for the second round interview?

If three (3) or more applicants are on the referred list, the hiring agency shall offer an invitation to interview a minimum of three (3) candidates from the referred list. If less than three (3) applicants are on the referred list, the hiring agency shall invite each person on the list to interview.

Can Non-Preferred positions use the paper application?

Yes. Non-Preferred positions are announced through the hiring agency, not RMS.

Does the state accept paper applications?

No. Paper applications are not accepted. All applications must be completed online.

Will first round interview questions be mailed via USPS to people that request paper notification?

No. Email notification is mandatory.

Are the first round interviews handled the same for both Veterans and Reduction in Force (RIF) applicants?

Yes. All applicants that meet the minimum qualifications will receive the first round interview questions via email.

Will there be any allowances if an applicant does not check his/her email and participate in the first round interview?

No. All applicants must participate in the first round interview in order to progress in the interview process.

How many days should an agency give an applicant to respond to second round interview notifications?

Hiring agencies should allow applicants five (5) calendar days to respond to second round interview notifications.

With the Department of Human Resources conducting the first round interviews, when will the requisition process start? Do hiring agencies have thirty (30) days to complete?

Hiring agencies have thirty (30) days to complete the requisition upon receipt of the referred list.

Will this process cause hiring agencies to see unqualified applicants on referred lists?

If an agency determines there is indisputable evidence that an applicant has clearly misrepresented material fact, the agency should notify the Department of Human Resources Agency Resource Center. The Department will review any discrepancies reported by an agency human resources office and take the appropriate action to address the discrepancy in accordance with DOHR Policy 12-066.

Do second round interview invitations need to be sent by email, or may paper notifications be sent?

These invitations may only be sent by email notification.
